CIPE will support the Bangladesh Women Chamber of Commerce & Industry’s efforts to support women entrepreneurs through advocacy and educational efforts, including policy analysis, roundtable discussions, and discussion groups. Center for International Private Enterprise (CIPE) $80,360 To support balanced and informed media coverage of business and economic reform issues in Bangladesh. CIPE will work with the Bangladesh Enterprise Institute to develop and implement an in-depth training program for young journalists on market economics, business development, good corporate governance practices, investigative reporting, and journalism ethics. TOP Burma A. Internal Organizing and Coalition-Building International Republican Institute $280,000* To support efforts to coordinate the strategic, nonviolent activities of various pro-democracy groups’ activities inside Burma. The committee will work to maintain its network of democracy activists in Burma and train more activists in nonviolent political action. $10,000 To monitor the human rights situation in Burma and educate monks and Buddhist lay people about the nonviolent struggle for democracy in Burma. The organization will produce and distribute material, including pamphlets, stickers, and calendars, on human rights and democracy and support the human rights aspirations of monks in Burma. $10,000* To provide support to key political activists inside Burma who are at the forefront of efforts to promote democracy inside the country. $38,000* To strengthen the ability of the Burmese people to participate in peaceful efforts to promote democracy and political reconciliation in Burma. The forum will organize community-organizing training courses for participants from inside Burma in an effort to begin the process of building an independent civil society inside the country. $60,000 To strengthen civil society in Burma by supporting former political prisoners and activists. The organization will work with partners inside Burma to establish two institutions for former political prisoners that provide educational opportunities, modern communication facilities, and an emergency medical support fund. $70,000* To support efforts to bring about national reconciliation and political reform in Burma. The coalition will work to increase contact, trust, and cooperation between ethnic and prodemocracy forces ; expand its organizing activities inside Burma ; and draw international attention to the political situation inside the country. $74,200* To support the organizing efforts of prodemocracy groups in Burma. The organization will distribute human rights and democracy materials inside Burma, train party activists in effective techniques of nonviolent political action, and provide humanitarian support for democracy activists inside Burma. B. Independent Media International Republican Institute (IRI) $226,550 To garner international attention on Burma. IRI will conduct training programs to target political operatives inside Burma and exiled Burmese political organizations to increase their ability to use media outreach and conduct a program to improve ethnic reconciliation between youth activists. $12,000* To provide accurate and reliable information about political, social, and economic developments in Arakan State. The organization will operate a daily news service in English and Burmese concentrating on current events and human rights in Arakan State. $15,000* To inform people in Burma about news and events in eastern Burma and to expose them to basic principles of human rights and democracy. The organization will produce an independent, bi-weekly Burmese-language newspaper covering news and issues for the Karenni community in Burma, in refugee camps along the Thai-Burma border, and for ethnic and prodemocracy groups in exile. $15,000* To support the publication of a weekly Burmese-language news and information magazine for youth published by journalists, activists, and former political prisoners. The magazine will cover such issues as economics, health, the environment, and international affairs and will provide much needed employment to journalists who may otherwise be unemployed due to their former political activities. $17,750* To inform Karen people in Burma about events and news and to expose them to basic principles of human rights and democracy. The organization will publish a 32-page newsletter in Burmese and Karen that provides an alternative news source for Karen people in Burma, in refugee camps along the Thai-Burma border, and for ethnic and prodemocracy groups in exile. $22,777* To support increased access to information inside Burma by promoting the use of information and communication technology. The organization will provide technology training to Burmese journalists, distribute news and information inside Burma through the Internet, transcribe information into Burmese Unicode, and provide a secure website for users in Burma to share information. $25,000* To support the development of small-scale civil society initiatives in Burma and strengthen the reporting and video production skills of independent journalists inside Burma. The organization will implement a small program designed to support nascent civil society initiatives run by democracy activists and to organize a journalism training workshop. $28,000 To provide accurate and reliable inf ormation to the Shan and wider Burmese communities, as well as Thai and international audiences, about political, social and economic developments in Shan State . The organization will publish a bi-lingual monthly newspaper , providing information about the efforts of prodemocracy, student, ethnic , and labor organizations to promote peace and democracy in Burma. $ 40,000* To facilitate cooperation among Burma-related media groups. The organization will organize and convene the fifth Burma Media Conference. The two-day conference will bring together approximately 120 journalists who cover Burma in radio and television programs and print publications. $40,000* To provide independent and accurate information about the state of Burma and a forum to discuss a wide range of issues. The news group will produce a daily electronic information service that covers developments in Burma, India, and the India-Burma border; maintain a Burmese- and English-language website; publish a monthly Burmese-language newspaper; organize forums on India’s Burma policy; and run a journalism internship program . $ 85,000* To support independent media in Burma and to provide independent news and information about Burma and events in Southeast Asia. The organization will produce a monthly English-language news magazine ; distribute a daily electronic news bulletin ; and maintain a Burmese- and English-language website. $125 ,000* To support independent media in Burma. The organization will publish and distribute inside Burma an independent, monthly Burmese-language newspaper focusing on the struggle for human rights and democracy and maintain a Burmese- and English-language website. $143, 500* To support Burmese- and ethnic-language radio broadcasts of independent news and opinion into Burma. The organization will improve the quality of its programs, invest in advanced training and education for its staff, and maintain regional infrastructure for its broadcasts. $175,000* To promote access to independent media in Burma. The organization will produce and broadcast a Burmese-language satellite television program to complement its long-running daily shortwave radio program . C. Human Rights Education, Documentation, and Advocacy $15,000* To document human rights violations in eastern Burma. The organization will publish and distribute monthly ethnic- and English-language human rights newsletters to audiences in Shan state, the exile community in Thailand, and the broader international community. $45,000 To publicize the human rights situation in Chin State, Burma. The organization will publish and distribute a human rights newsletter, advocate on human rights issues internationally, and organize a conference. $50,000* To promote respect for human rights and to build the capacity of local human rights organizations through training courses, written material, and consultations. The organization will organize an advanced human rights course and an organizational strategy planning meeting. $75,000* To document the human rights situation and promote human rights education in Mon State and among Mon refugees. The organization runs six core projects: human rights documentation, human rights and civic education; human rights defenders, civil society development, ethnic-language publications, and women’s and children’s rights. $75,000* To promote respect for human rights and the rule of law in Burma. The organization will promote legal reform and civil society development in Burma through legal assistance, publications, analysis of laws and legal cases, and the continuation of an advanced internship program to train ethnic youth in law and democracy. $125,000* To support human rights in Burma by raising awareness about and supporting political prisoners. The organization will research and document the situation of political prisoners inside Burma; provide assistance to political prisoners, former political prisoners, and their families; and raise international awareness about the human rights crisis inside Burma. D. International Advocacy and Organizing American Center for International Labor Solidarity $ 400,000* To promote worker rights and democracy in Burma. From its Washington, D.C. office, the organization will educate workers and other citizens both inside Burma and in exile about labor rights and democracy, document violations of internationally recognized labor rights, and support the development of civil society organizations in ethnic areas. National Democratic Institute for International Affairs (NDI) $105,000 To strengthen international support for the restoration of democracy in Burma. NDI will build the capacity of organizations and networks engaged in Burma advocacy efforts in Europe and Asia by organizing strategic planning meetings and providing technical training and advice. $ 25,000* To strengthen Thai support for democracy in Burma. The organization will engage in policy advocacy, public information campaigns, legal support to Burmese who suffer human rights violations in Thailand, and efforts to strengthen Burmese pro-democracy organizations in Thailand. $30,000 To build and advance international support for the Burmese pro-democracy movement. The network links academics, activists, journalists, diplomats and politicians in Burma, Thailand and throughout Southeast Asia in an effort to promote democracy and human rights in Burma through multi-pronged efforts and initiatives. $30,000* To encourage and support grassroots activism in ASEAN countries on the issue of democracy and human rights in Burma. The organization will conduct four core activities: research and data collection, networking with regional and international nongovernmental organizations (NGOs), campaigning and public outreach, and an internship program for ethnic nationality youth from Burma. $50,000 To increase awareness about political developments in Burma and to strengthen international support for Burma’s prodemocracy movement. The institute will work to ensure that important research and reports produced in Thailand by Burmese democracy activists reach a targeted audience in the international community, keep the international media informed of important political initiatives and developments in Burma, and coordinate various initiatives to increase pressure on the regime for reform. $80,000 To support efforts in Southeast Asia to increase pressure for political reform in Burma. The group will organize a campaign by parliamentarians from ASEAN countries to secure the release of Daw Aung San Suu Kyi, improve the human rights situation in Burma, and encourage the Association of Southeast Asian Nations (ASEAN) to adopt a policy toward Burma that supports political reform. $257,277* To support efforts to create a political environment in Burma and in the international community conducive to resolving Burma’s long-standing political crisis. The organization will support the coordination of international and domestic political action, coalition building, transition planning, and institutional development. E. Ethnic Nationalities $20,000* To promote civic awareness and participation in Mon State. The organization will produce a Mon-language youth bulletin and operate a civic education program designed to encourage increased cooperation and understanding among young people in Mon State. $20,000* To build the capacity of young people in Shan state and to increase youth participation in the movement for social and political change leading toward a genuine democratic Burma . The school will educate, train, and empower ethnic young people from Shan State through nine months of English-language, social studies, and computer courses. $25,000* To publish and distribute reliable information about federalism and the Chin State Constitution. The organization will support a series of training workshops on issues of federalism, constitutionalism, and the role of Chin State in a future federal structure of Burma. $25,000 To support the institutional capacity of the organization to distribute humanitarian aid and to document the plight of the internally displaced Karen population. The committee will publish a bi-monthly newsletter, upgrade its computer equipment, and provide training courses for its field staff. $34,800* To promote political capacity building in northern Burma. The project will consist of four components: workshops on constitutionalism and political organizing, raising public awareness about the importance of a constitution to protect rights, the publication and distribution of a book on democratic theory, and the expansion of a community library . $35,000* To build inter-ethnic cooperation and solidarity through education programs for refugees and ethnic populations inside Burma. The committee’s programs will strengthen local educational capacity through curriculum development, educational research, teacher training, educational material development, and management training workshops. F. Women's Participation and Empowerment $10,000* To educate, train, and empower Burmese women in exile in India to take a more active role in the prodemocracy struggle and to promote women’s rights in Burma and among the exile community. The group will organize training courses on politics, democratic institutions, and organizational systems and create a forum for ethnic and Burmese women to discuss common issues and concerns. $18,400* To educate ethnic Karen about democracy, human rights, and current affairs and to empower women to participate in the political affairs of the Burmese prodemocracy movement . The organization will conduct democracy and human rights courses in three refugee camps for high school students and the broader community, and organize a monthly women’s political forum. $20,216 To promote the rights of women and children in northern Burma and encourage understanding and cooperation among Burman and ethnic-minority women. From its central office, the organization will carry out a range of activities to support the empowerment of Kachin women, including the publication of a newsletter, booklets, and other materials on democracy and women’s rights. $35,000 To increase women’s participation in Burma’s democracy movement and provide Shan women with the necessary skills to assume decision-making positions in their communities and organizations. Projects will include women’s empowerment and capacity-building workshops, documentation and reporting on the situation of women in Shan State, and basic social services for Shan women. $45,000 To promote understanding among Burmese women of human rights, women's rights, democracy, and community development. The organization will maintain community libraries, publish a bi-monthly Burmese-language journal, launch public awareness campaigns about women’s rights and gender equality and social change, run an internship program, manage a center for migrant workers, organize a week-long leadership workshop, and run a six-month long intensive women’s leadership school. $50,000 To promote increased understanding among Burmese women of human rights, women’s rights, democracy, federalism, peace building, community development and health issues. Projects will include a series of women's rights and empowerment training workshops for Burmese refugees; capacity-building workshops for Burmese women in India, Thailand, and Bangladesh; and an ongoing peace-advocacy program. TOP Cambodia Cambodian Human Rights Action Committee $40,000 To coordinate advocacy and conduct investigations of human rights violations through the joint efforts of leading human rights groups, and to promote a greater understanding of the Khmer Rouge trial process. The Action Committee will coordinate investigations, provide legal assistance, advocate for better human rights conditions, and meet with government officials to press for resolution of significant human rights cases and issues. TOP China Capacity Building and Stakeholder Training $167,470* To promote greater access to information and increase public participation in policy-making processes. The programs include in-depth leadership training, local stakeholder projects, a small mini-grants project, and research and educational activities. American Center for International Labor Solidarity $42,166* To strengthen the mass communications capacity of labor rights activists in China. The Solidarity Center’s partner organization conducts in-depth research on labor issues in China and maintains a bilingual website through which it disseminates the results of that research. American Center for International Labor Solidarity $59,573 To raise awareness of migrant worker rights. The project will operate a telephone hotline and conduct trainings to help educate migrant workers about their rights and to assist them in resolving their issues. American Center for International Labor Solidarity $65,000 To collect and disseminate information concerning workers’ rights in China. The Solidarity Center will support a Chinese-language online worker-rights information clearinghouse and an email newsletter containing information about developments related to labor issues. 06/07 American Center for International Labor Solidarity $114,459 To promote labor rights in China. The Solidarity Center will cooperate with local partners to engage authorities and conduct conferences, trainings, and other outreach activities to raise awareness of labor rights, particularly as they relate to safety and health. American Center for International Labor Solidarity $134,965 To promote labor rights and government accountability. The Solidarity Center’s partner organization conducts in-depth research on labor issues, disseminates a variety of research and educational publications, and engages in related legal aid and advocacy activities. American Center for International Labor Solidarity $228,917 To empower workers, promote government accountability, and improve access to justice in China. The Solidarity Center, in cooperation with local partners, will sponsor education programs, trainings, and seminars to build effective networks, as well as enhance the capacity of stakeholders to initiate viable labor regulation reform measures related to worker safety and health. American Federation of Teachers Educational Foundation (AFTEF) $45,000 To encourage the introduction of democratic teaching methods in classrooms. The AFTEF will assist local partners to conduct a variety of workshops and produce educational materials for distribution in hard copy and on the Internet. BBC World Service Trust $75,000* To raise public awareness of citizens’ rights and to foster uniform standards of government accountability and legal recourse. The Trust will establish a legal-awareness hotline, create media programs, and launch interactive forums for discussion of developments in law and the rights of the disabled. Beijing Spring Magazine $195,000* To publish the monthly Chinese-language magazine Beijing Spring, which carries analysis and commentary by authors inside and outside China regarding political developments, social issues, and the prospects for democratization in China. Beijing Zhiaixing Information Counseling Center $180,000* To operate a diverse program promoting accountability and human rights. The work of the Institute will include legal aid, investigative reporting, activist training, and human rights documentation related to HIV/AIDS and other public health threats. Center for International Private Enterprise (CIPE) $105,777 To promote the rule of law and constitutional principles in China. CIPE will support a local partner to publish educational materials and a book regarding comparative constitutional law as well as hold a conference and several informal discussions about economic reform, constitutionalism, and rule of law as they relate to China. Center for International Private Enterprise (CIPE) $135,010 To support policy research and public discussion related to China’s public finance system. CIPE will work with a local Chinese partner to bring together practitioners, officials, and academics to discuss the challenges of public finance and will produce a series of publications for general and specialized audiences regarding local finance reform. Center for International Private Enterprise (CIPE) $197,261 To encourage better local governance and on-going policy dialogue. CIPE will support local partners in China to conduct research on local governance indicators and hold regular symposia on China’s economic and governance reforms. Center for Modern China $231,000* To maintain a forum for informed and responsible debate of public policy questions. The Center will publish Modern China Studies, a quarterly Chinese-language scholarly journal that features economic and social science research concerning liberal, democratic solutions to contemporary policy questions in China. China Aid Association $75,000* To promote religious freedom in China. The Association will publish the Chinese Law & Religion Monitor, a semi-annual journal containing analysis and documentation of religious issues and human rights abuses suffered by religious believers. The Association will also maintain an online library of reference materials, including Chinese- and English-language full-text copies of laws and regulations governing religious practices in China. China Free Press $135,000* To expand the space for free expression. China Free Press will host banned and censored Chinese prodemocracy websites that provide a platform for discussion and debate on various current events and pressing social, political, and economic questions facing China. China Free Press will also maintain a dedicated civil rights column as a forum for reports, commentary, and appeals by citizens. China Information Center $430,000* To provide an alternative source of news and opinion. The Center will disseminate news, commentary, and independent analysis of developments in China and important international events through two Chinese-language websites and an email list . Democratic China $145,000 To promote well-informed and uncensored dialogue on issues relevant to China’s political development. The grantee will publish weekly the online Chinese-language magazine Minzhu Zhongguo (Democratic China), which carries news and analysis by authors inside and outside of China regarding current affairs, culture, history, and international relations. Education Rights Working Group (ERW) $40,000* To promote government accountability. ERW will engage in an equal rights advocacy program related to education and health that includes conducting research, issuing reports, and offering policy suggestions. ERW will also provide legal aid, organize workshops, and distribute educational materials to a range of social groups in China. Foundation for China in the 21 st Century $165,000* To support a variety of forums for liberal intellectuals and prodemocracy analysts to promote democratic values and political reform. The Foundation will sponsor two conferences, a book series, and two Internet-based projects: the China E-Weekly magazine and a petition forum. Human Rights in China (HRIC) $430,000* To advance internationally recognized human rights in China. HRIC will facilitate the work of domestic groups in building an effective agenda for social, legal, and political development through collaborative research and education, print and electronic publications, and advocacy. Independent Chinese PEN Center $135,000* To promote freedom of expression in China. Activities will include translation of materials on freedom of expression into Chinese, publishing banned materials to enable Chinese readers to have access to diverse views and literary works despite official censorship, and organizing domestic and international advocacy campaigns on behalf of imprisoned writers and journalists. International Republican Institute $390,000 To expand the space for civic engagement in China by supporting citizen groups and coalitions. The program will help strengthen the capacity of Chinese civic organizations and coalitions by providing opportunities for international exchange and by supporting partner organizations’ research, monitoring, and education activities. Laogai Research Foundation $280,000 To campaign for the abolition of the Laogai labor camps. The Foundation will carry out investigation and documentation of the Chinese system of labor camps, while also undertaking a program of timely research exposing other human rights abuses in China. Open Magazine Publishing $95,000* To promote free discussion and analysis of current events and political issues. Open Magazine will publish a series of Chinese-language books on issues related to the future of democracy and human rights in China. The organization will also continue to issue its monthly periodical, Open Magazine, known for its exposé s and timely analysis of trends and newsworthy events in China. Princeton China Initiative $90,000 To promote media freedoms and civic engagement via the Internet in China. The Princeton China Initiative’s China Digital Network program will bring together specialists in internet technology to exchange information and offer online tools that can be used by ordinary Chinese citizens, journalists, and social activists for “citizen journalism” and civic-oriented, open communication. Princeton China Initiative $239,700* To promote human rights in China. The Princeton China Initiative will carry out a broad program of support for human rights projects to enhance transparency, accountability, legal knowledge, and access to justice. Reporters Without Borders $39,000 To promote freedom of the press and to serve journalists in China through a program of research, advocacy, and assistance to local journalists. Reporters Without Borders will monitor media freedom abuses, commission in-depth articles, issue press releases, and publish reports on press freedom in China. Southern Mongolia Human Rights Information Center (SMHRIC) $73,435* To advance the human rights of ethnic Mongols living in the Southern Mongolia region of China. SMHRIC will report on the human rights conditions in the Inner Mongolia Autonomous Region, also known as Southern Mongolia, through its website and its English and Mongolian electronic publication, Southern Mongolian Watch. Yirenping Information and Counseling Center $36,000 To promote the rule of law and the development of public interest law in China. Yirenping will maintain a telephone hotline to provide citizens with legal aid, conduct research regarding legal reforms and produce related public reports, make policy recommendations to relevant authorities, and hold a discussion series for lawyers and concerned citizens. TOP China (Hong Kong) American Center for International Labor Solidarity $135,000 To foster freedom of association and other worker rights in China and Hong Kong. Local partners will seek to strengthen civil society by expanding the current labor union base, encouraging the participation of unions and their members in democratic processes, strengthening a migrant workers assistance network, and increasing union members’ access to legal assistance and knowledge of labor law. Civic Exchange $64,983* To engage the public in discussion of governance reforms. Civic Exchange will carry out a diverse program of research and public education on key topics related to universal suffrage and electoral and constitutional reform. Hong Kong Human Rights Monitor $170,000* To raise the standards of human rights protection and democratic representation. The Monitor will carry out human rights reporting, casework, campaigning, and public education drawing local and international attention to civil and human rights developments in Hong Kong. TOP China (Tibet) Gu-Chu-Sum Movement of Tibet $60,000* To provide support to Tibetan political prisoners and to educate Tibetans in exile about human rights conditions in China. Gu-Chu-Sum will run a school for former political prisoners, support serving and former political prisoners in Tibet, sponsor a lecture tour and human rights workshops, maintain a human rights desk, and publish a bi-monthly human rights newsletter. International Campaign for Tibet (ICT) $53,000 To increase understanding between Tibetans and Chinese. ICT will facilitate interaction between Tibetan and Chinese officials, academics, and general publics through meetings, conferences, and the publication of a Chinese-language newsletter and website. International Tibet Support Network (ITSN) $45,000* To coordinate and build the capacity of the worldwide Tibet movement through a series of meetings, trainings, and workshops. ITSN will coordinate three multi-faceted international campaigns focused on the 2008 Beijing Olympics, human rights, and environmental and economic rights in Tibet. Khawa Karpo Tibet Cultural Centre Charitable Trust $25,500* To provide news and analysis to the Tibetan public and promote greater discussion and debate on current issues related to Tibet and Tibetans. Khawa Karpo will publish the weekly Tibetan-language newspaper, Bo-Kyi-Bang-Chen (Tibet Express), maintain a trilingual website, and translate and publish a book by a prominent Tibetan writer. Social and Resource Development Fund (SARD) $50,000* To raise awareness of the principles of human rights and democracy at the grassroots level in Tibetan communities in exile. SARD will provide modest support in the form of seed money or one-time grants to Tibetan organizations, associations and ad hoc committees that are working to inform and educate their communities about democracy and human rights and to increase participation in the political process. Social, Economic & Cultural Development Fund $20,000* To increase Tibetans’ access to information by maintaining a library and learning center. The center will sponsor language and computer classes, hold discussion meetings for the general public, and maintain an Internet café to provide greater access to information for the community. Tibetan Literacy Society $30,000 To provide the Tibetan public independent and accurate information on developments in Tibet and in the exile community, and to promote open discussion among intellectuals and a general readership on civic issues, including human rights and democracy. The Tibetan Literacy Society will publish and distribute throughout the Tibetan community in exile and in Tibet Bod-Kyi-Dus-Bab (Tibet Times), a Tibetan-language newspaper published three times a month. Tibet Museum $15,500* To preserve and present material related to modern Tibetan history and to educate visitors about the Tibetan culture and people. The Tibet Museum will maintain and operate its Dharamsala-based museum, “Demton Khang,” display a touring exhibition, organize seminars and lectures, and maintain a website. Tibetan Centre for Human Rights and Democracy (TCHRD) $12,000* To promote political participation in local governance and strengthen democratic practices at the local level. TCHRD will conduct community surveys and two-day workshops on local governance in Tibetan settlements in India, as well as organize half-day public talks in each community on the issue of local elections. Tibetan Parliamentary and Policy Research Centre (TPPRC) $15,000* To strengthen leadership skills and political awareness of young people in Tibet. The TPPRC will conduct a nine-day workshop designed to introduce Tibetan high school students to the structures and functions of the Tibetan government-in-exile and expose them to key civil society organizations, media outlets, and educational institutions as well as human rights and environmental issues related to Tibet. Tibetan Review $33,660* To promote freedom of press and understanding of democratic concepts in the Tibetan exile community. Tibetan Review, a monthly English-language news magazine, will provide Tibetans in exile and the international community with Tibet-related news, insightful opinion pieces, and editorials, including articles written by prominent journalists, academics, and others interested in Tibetan issues. CIPE, in partnership with the Association of Development Finance Institutions in Asia and the Pacific (ADFIAP), will organize five training seminars on corporate governance best practices for development bank compliance officers. ADFIAP will also publish a risk management and financial disclosure toolkit that describes how to use risk management practices to improve corporate governance.
