Internal Organizing and Coalition-Building $15,000 To monitor the human rights situation in Burma and educate monks and Buddhist lay people about the nonviolent struggle for democracy in Burma. The organization will produce and distribute material, including pamphlets, stickers, and calendars, on human rights and democracy and support efforts to organize the Buddhist community inside Burma. $80,000* To support the organizing efforts of prodemocracy groups in Burma. The organization will distribute human rights and democracy materials inside Burma, train party activists in effective techniques of nonviolent political action, and provide humanitarian support for party activists and others along the Thai-Burma border and inside Burma. $53,300* To strengthen the ability of the Burmese people to participate in peaceful efforts to promote democracy and political reconciliation in Burma. The forum will offer community-organizing training courses and produce several Burmese-language reports on successful examples of democracy movements from around the world. $33,000* To promote political capacity building in northern Burma. The project will consist of four interrelated components the translation and publication of a course on democratic theory, workshops in democratic theory and practice, political study groups, and a community library. $35,000* To improve access to information and communications technology in Burma. Independent Media $22,777* To support increased access to information inside Burma by promoting the use of information and communication technology. The organization will provide technology training to Burmese journalists, distribute news and information inside Burma through the Internet, transcribe information into Burmese Unicode, and provide a secure website for users in Burma to share information. $40,000 To improve the professional capacity of Burmese journalists and to facilitate cooperation among Burma-related media groups. The group will organize and convene the fourth Burma Media Conference in Chiang Mai, Thailand. The conference will bring together more than 120 journalists who cover Burma to discuss issues, exchange ideas, and coordinate activities related to freedom of information and expression in Burma. $175,000* To support Burmese- and ethnic-language radio broadcasts of independent news and opinion into Burma. The organization will improve the quality of its programs, invest in advanced training and education for its staff, and maintain regional infrastructure for its broadcasts. $175,000* To promote access to independent media in Burma. The organization will produce an independent, bi-weekly Burmese-language newspaper covering news and issues for the Karenni community in Burma, in refugee camps along the Thai-Burma border, and for ethnic and prodemocracy groups in exile. $17,750* To inform Karen people in Burma about events and news and to expose them to basic principles of human rights and democracy. The organization will publish a 32-page newsletter in Burmese and Karen that provides an alternative news source for Karen people in Burma, in refugee camps along the Thai-Burma border, and for ethnic and prodemocracy groups in exile. $15,700* To encourage a deeper and more critical understanding of democratic practice and theory within the Burmese democracy movement. The newspaper will provide accurate and reliable information to the Shan and wider Burmese communities, as well as Thai and international audiences, about political, social, and economic developments in Shan State. The newspaper will also provide information about the efforts of prodemocracy, student, ethnic, and labor organizations to promote peace and democracy in Burma. C. Human Rights Education, Documentation, and Advocacy $50,000* To educate and empower teachers and promote civic education in Burma. The organization will continue a civic education program for Burmese teachers from Karen, Karenni, and Mon States in Burma and develop teams of teacher-trainers who will travel into Burma to reach even less accessible populations. The organization will also publish a small resource book containing essential democracy and human rights documents that can be used in training workshops and classrooms. $125,000* To support human rights in Burma by raising awareness about, and supporting, political prisoners. The organization will research and document the situation of political prisoners inside Burma; provide assistance to political prisoners, former political prisoners, and their families; and raise international awareness about the human rights crisis inside Burma. $90,000* To promote respect for human rights and the rule of law in Burma. The organization will manage a legal research and education program, produce a quarterly journal on legal issues, organize an in-depth training program, and advocate for rule of law and democracy in Burma. $35,000* To document human rights violations and social conditions in Burma. D. International Advocacy and Organizing $80,000* To support efforts in Southeast Asia to increase pressure for political reform in Burma. The organization will organize a campaign by parliamentarians from ASEAN countries to secure the release of Daw Aung San Suu Kyi, improve the human rights situation in Burma, and encourage the Association of Southeast Asian Nationals (ASEAN) to adopt a policy toward Burma that supports political reform. $300,000* To support efforts to create a political environment in Burma and in the international community conducive to resolving Burma's long-standing political crisis. The organization will support the coordination of international and domestic political action, coalition building, transition planning, and institutional development. $40,000* To encourage and support grassroots activism in the ASEAN countries on the issue of democracy and human rights in Burma. The organization will conduct four core activities research and data collection, networking with regional and international NGOs, campaigning and public outreach, and an internship program for Burmese ethnic nationality youth. $50,000 To increase awareness about political developments in Burma and to strengthen international support for Burma's prodemocracy movement. The institute will work to ensure that important research and reports produced in Thailand by Burmese democracy activists reach a targeted audience in the international community, keep the international media informed of important political initiatives and developments in Burma, and coordinate various initiatives to increase pressure on the regime for reform. $35,000* To strengthen support for democracy in Burma throughout Asia. The organization will engage and encourage governments, organizations, and individuals to take a supportive role in the effort to promote freedom in Burma, to secure the release of Daw Aung San Suu Kyi, and to ensure that any national reconciliation process includes the National League for Democracy and leading ethnic-nationality prodemocracy parties. $40,000* To strengthen Thai support for democracy in Burma. The organization will engage in policy advocacy, public information campaigns, legal support to Burmese who suffer human rights violations in Thailand, and efforts to strengthen Burmese prodemocracy organizations in Thailand. E. Ethnic Nationalities $32,000* To publish and distribute reliable information about federalism and the Chin State Constitution. The forum will support a series of training-of-trainers courses on issues of federalism, constitutionalism, and the role of Chin State in a future federal structure of Burma, and convene a meeting of its elected leadership to evaluate the forum's performance and plan for future activities. $25,000* To support the institutional capacity of the committee to distribute humanitarian aid and to document the plight of the IDP Karen population. The committee will publish a bi-monthly newsletter, upgrade its computer equipment, and provide training courses for its field staff. $20,000* To promote civic awareness and participation in Mon State. The organization will produce a Mon-language journal and operate a civic education program designed to encourage increased cooperation and understanding among Mon youth. $25,000* To promote greater understanding of democracy and human rights among the Palaung people and empower Palaung youth to strengthen community networks and organizations. The organization will organize a series of three human rights and democracy trainings for Palaung youth from inside Burma. $25,000* To build the capacity of youth from Shan State and to increase youth participation in the movement for social and political change leading toward a genuine democratic Burma. The school will educate, train, and empower ethnic young people from Shan State through nine months of English-language, social studies, and computer courses. F. Women's Participation and Empowerment $50,000* To promote understanding among Burmese women of human rights, women's rights, democracy, and community development. The organization will maintain community libraries; publish a bi-monthly Burmese-language journal; launch public awareness campaigns about women's rights, gender equality, and social change; run an internship program; manage a center for migrant workers; hold roundtable discussions and commemorative events; organize a week-long leadership workshop; and run a six-month long intensive women's leadership school. $20,000 To promote the rights of women and children in northern Burma and encourage understanding and cooperation among Burman and ethnic-minority women. The organization will maintain a central office to carry out a range of activities to support the empowerment of Kachin women, including the publication of a newsletter, booklets, and other materials on democracy and women's rights. $17,500* To educate Karen people about democracy, human rights, and current affairs and to ensure Karen women's participation in the drafting of a Karen State constitution. The organization will conduct democracy and human rights courses and hold workshops to discuss and gather feedback on the Karen State Constitution in refugee camps, high schools, and for the broader community. $35,000* To increase women's participation in Burma's democracy movement and provide Shan women with the necessary skills to assume decision-making positions in their communities and organizations. Projects will include women's empowerment and capacity building workshops, documentation and reporting on the situation of women in Shan State, and basic social services for Shan women. $55,000* To promote increased understanding among Burmese women of human rights, women's rights, democracy, federalism, peace-building, community development, and health issues. TOP Cambodia Cambodian Human Rights Action Committee $45,000 To coordinate advocacy and conduct investigations of human rights violations through the joint efforts of leading human rights groups, and to promote a greater understanding of the Khmer Rouge trial process. The Action Committee, a coalition of 18 human rights groups, will coordinate investigations, provide legal assistance, advocate for better human rights conditions, and meet with government officials to press for resolution of significant human rights cases and issues. Documentation Center of Cambodia $18,500 To empower youth to participate in the national debate over transitional justice and impunity with respect to the Khmer Rouge era in Cambodia. DC-Cam will publish a history textbook of the Democratic Kampuchea period for high school students as well as offer a course on comparative genocide studies at the Royal Phnom Penh University. International Republican Institute $100,000 To promote freedom of expression and basic rights in the country. IRI will work with the Community Legal Education Center to identify and resolve high profile land dispute cases. TOP China Civil Society Capacity Building $80,000* To promote greater access to information and increase public participation in the policy-making process. The project will include a mini-grants program supporting innovative, small-scale projects pressing for accountability to the public. American Center for International Labor Solidarity $30,000* To promote awareness of labor rights among migrant workers. ACILS will support rights education and networking opportunities for low-wage migrant workers in several localities. American Center for International Labor Solidarity $65,000* To educate workers about their rights under Chinese law. ACILS will support a bilingual website that serves as an information clearinghouse on labor issues in China. The website will contain information from a range of sources inside and outside of China. ACILS will support an online, Chinese-language worker-rights information center and an email newsletter containing information about developments related to labor issues. The BBC World Service Trust will establish a legal-awareness telephone hotline and create innovative media programs with the goal of fostering uniform standards of accountability and access to the judicial system. Beijing Spring Magazine $195,000* To publish the monthly Chinese-language magazine Beijing Spring. The magazine publishes analysis and commentary by authors inside and outside China regarding political developments, social issues, and the prospects for democratization in China. Beijing Zhiaixing Information Counseling Center $179,113* To operate a diverse program promoting accountability and human rights. The work of the Institute will include legal aid, investigative reporting, activist training, and human rights documentation related to HIV/AIDS and other public health threats. The Center will publish Modern China Studies, a quarterly Chinese-language scholarly journal that features economic and social science research concerning liberal, democratic solutions to contemporary policy questions in China. China Aid Association $75,000* To promote religious freedom in China. The Association will publish the Chinese Law & Religion Monitor, a journal containing analysis and documentation of religious issues and the challenges of the struggle for religious freedom in China. The Association will also maintain an online library of reference materials, including Chinese- and English-language full-text copies of laws and regulations governing religious practices in China. China Free Press $58,366* To serve as a resource for Chinese websites and bloggers and to expand the space for free expression. China Free Press will provide free hosting for banned and censored Chinese prodemocracy websites that provide a forum for well-informed, critical discussion and debate on a variety of current events and pressing social, political, and economic questions facing China. China Information Center $480,000* To provide an alternative source of news and opinion. The Center will disseminate news, commentary, and independent analysis of developments in China and important international events through two Chinese-language websites and an email list. Democratic China $136,000* To promote uncensored dialogue on issues relevant to China's political development. Democratic China will publish the weekly online Chinese-language magazine Minzhu Zhongguo (Democratic China), which carries analysis by authors inside and outside of China regarding current affairs, culture, history, and international relations. Foundation for China in the 21st Century $161,000* To support a variety of forums for liberal intellectuals and prodemocracy analysts to promote democratic values and political reform. The Foundation will sponsor a book series, two Internet-based projects, the China E-Weekly magazine of analysis and commentary, and a petition forum. Human Rights in China $480,000* To advance internationally recognized human rights in China. HRIC facilitates the work of domestic groups in building an effective agenda for social, legal, and political development through collaborative research and education, print and electronic publications, and advocacy. Independent Chinese PEN Center $135,000* To promote freedom of expression in China. Activities will include the publication of banned works, advocacy on behalf of imprisoned writers and journalists, and campaigns calling attention to authors who suffer state censorship and persecution. International Republican Institute $600,000 To increase the capacity of Chinese civil society organizations. The IRI program will support community-based NGOs and provide technical assistance to foster the development of the next generation of civil society organizations. Laogai Research Foundation $298,000* To campaign for the abolition of the laogai labor camps. The Foundation will carry out investigation and documentation of the Chinese system of labor camps, while also undertaking a program of timely research exposing other human rights abuses in China. Open Magazine $90,000* To promote free discussion and analysis of current events and political issues. Open Magazine will continue to publish its monthly periodical, Open Magazine, known for its regular exposés and timely analysis of trends and newsworthy events in China. The organization will also publish a series of Chinese-language books on issues related to the future of democracy and human rights in China. Princeton China Initiative $175,000* To promote human rights in China. The Princeton China Initiative will carry out a broad program of support for human rights defense projects aimed at transparency, accountability, knowledge of the law, and access to justice. Princeton China Initiative $60,000* To promote media freedom and civic engagement via the Internet in China. The Initiative will bring together specialists in internet technology to create online tools that can be easily used by ordinary Chinese citizens, journalists, and social activists for "citizen journalism" and civic-oriented, open communication. Southern Mongolia Human Rights Information Center (SMHRIC) $25,000* To advance the human rights of ethnic Mongolians living in the Southern Mongolia region of China. SMHRIC will report on the human rights conditions in the Inner Mongolia Autonomous Region, also known as Southern Mongolia, through its website and its English and Mongolian electronic publication, the Southern Mongolia Watch. TOP China (Hong Kong) American Center for International Labor Solidarity $125,000 To foster freedom of association and other worker rights. ACILS will support local trade-union education and outreach programs, as well as a research program raising international awareness regarding the current labor-rights situation in China. Civic Exchange $86,000* To engage the public in discussion of governance reforms. Civic Exchange will carry out a diverse program of research and public education on key topics related to universal suffrage and electoral and constitutional reform. Hong Kong Human Rights Monitor $175,000* To raise the standards of human rights protection and democratic representation. The Monitor will carry out human rights reporting, casework, campaigning, and public education drawing local and international attention to civil and human rights developments in Hong Kong. TOP China (Tibet) Gu-Chu-Sum Movement of Tibet $40,000* To document the situation of political prisoners in Tibet and provide support for political prisoners in Tibet and former political prisoners in exile. Gu-Chu-Sum will organize lectures and workshops, publish a magazine, maintain a human rights research desk, and support former political prisoners in exile through various activities ranging from job training to adult education. International Campaign for Tibet $53,000 To increase understanding between Tibetans and Chinese by providing greater access to information about Tibet. The organization will facilitate interaction between Tibetan and Chinese officials, academics, and the public through meetings, conferences, and the publication of a Chinese-language newsletter and website. Khawa Karpo Tibet Cultural Centre Charitable Trust $20,000 To provide news and analysis to the Tibetan public and promote greater discussion and debate on current issues related to Tibet and Tibetans. Khawa Karpo will publish the Tibetan-language newspaper, Bo-Kyi-Bang-Chen (Tibet Express), three times per month, establish two branch offices to facilitate news collection and distribution, maintain a trilingual website, and organize a three-day workshop on the role of media. Longsho Youth Movement of Tibet $15,000 To build leadership skills, promote cultural and political awareness of Tibet, and encourage greater civic engagement among Tibetan youth. Longsho will establish a branch office in Northeast India, conduct a training-of-trainers workshop, and organize leadership camps to strengthen awareness of Tibetan culture and religion and foster democratic values among Tibetan youth. Tibet Museum $15,500* To preserve and present material related to modern Tibetan history and to educate visitors about the Tibetan culture and people. The Tibet Museum will continue to maintain and operate its Dharamsala-based museum, "Demton Khang," promote a touring exhibition, organize seminars and lectures, and maintain a website. Tibetan Literacy Society $28,500* To provide the Tibetan public independent and accurate information on developments in Tibet and in the exile community, and to promote open discussion among intellectuals and a general readership on civic issues, including human rights and democracy. The Tibetan Literacy Society will publish and distribute throughout the Tibetan community in exile and in Tibet Bod-Kyi-Dus-Bab (Tibet Times), a Tibetan-language newspaper published three times a month. Tibetan Parliamentary and Policy Research Centre $20,000* To strengthen local Tibetan assemblies, the first level government of the Tibetan government-in-exile. The organization will conduct a workshop for members of the local assemblies, facilitate their attendance during a session of the national parliament, and encourage discussion of the functions and procedures of the parliament among local assembly members. Tibetan Review $26,000* To promote freedom of press and understanding of democratic concepts in the Tibetan exile community. Tibetan Review, a monthly English-language news magazine, will provide Tibetans in exile and the international community with Tibet-related news and insightful opinion pieces and editorials, featuring articles written by prominent journalists, academics, and others interested in Tibetan issues. Tibetan Women's Association $30,000* To promote the social, political, and economic empowerment of Tibetan refugee women and raise awareness of human rights violations against women in Tibet. TWA will publish a bi-weekly newsletter, an annual magazine, and a memoir by one of Tibet's most famous female former political prisoners. TWA will also expand outreach efforts internationally and to regional chapters and strengthen its organizational capacity through trainings and workshops. Tibetan Writers Abroad PEN Center $10,000* To preserve Tibetan literature and culture and protect and support Tibetan writers in Tibet. The Tibetan PEN Center will translate essays and other written materials into Tibetan, much of it originally published in Chinese; publish a collection of writings by its members; and conduct an extensive research project on Tibetan writers imprisoned in Tibet. Voice of Tibet $35,000* To encourage and sustain independent public opinion inside Tibet and to familiarize Tibetans with the ideals of democracy and human rights. The Voice of Tibet, an independent, Tibetan-language shortwave radio station, will continue to broadcast regular news about Tibet, the Tibetan exile community, and the Tibetan government-in-exile to listeners in Tibet and in exile in neighboring countries. IUHRDF will maintain an English and Uyghur language website on the human rights situation of Uyghur women and children, conduct a civic education seminar for Uyghur women, and publish a booklet containing personal accounts of the impact of population control policies on ethnic minority women. Uyghur American Association $215,000* To carry out the Uyghur Human Rights Project, a program documenting and reporting on human rights violations affecting the Turkic-speaking, traditionally Muslim, indigenous populations of northwest China. This program will research, document, and bring to the attention of the international community independent, accurate information about the human rights situation in the Xinjiang Uyghur Autonomous Region. World Uyghur Congress $90,000 To promote democratic leadership among Uyghurs living in exile. The World Uyghur Congress will conduct an intensive advocacy training course for leaders of Uyghur community organizations dedicated to advancing human rights and democracy. TOP Indonesia American Center for International Labor Solidarity $199,999 To promote freedom of association and build the capacity of free trade unions in Indonesia. ACILS will implement a training program on collective bargaining for free trade unions in three municipalities in Indonesia. Center for International Private Enterprise $171,595 To strengthen corporate good governance in the public and private business sector in Indonesia. In conjunction with Indonesia Business Links (IBL), CIPE will organize a series of workshops on corruption, business ethics, and good governance policies to assist the Indonesian government's Corruption Eradication Commission in its efforts to improve corporate accountability and transparency. In addition, CIPE and IBL will publish books on business ethics, create codes of conduct for businesses, and broadcast a radio show on corruption. International Republican Institute $250,000 To strengthen the governance capacity of Indonesian provincial parliamentarians and to increase public outreach through the use of information technology. IRI will train legislators in Yogjakarta on the use of information and communication technologies to enhance constituent relations and help the provincial legislature develop a long-term e-governance strategy. International Republican Institute $700,000 To improve the ability of Indonesian political parties to be effective representatives of their constituencies and to strengthen the organizational structures of the parties at the provincial and district levels. Through a series of training workshops and seminars, IRI will develop targeted assistance programs for at least six parties in at least four different provinces, with a special focus placed on training for parties in Aceh. TOP Malaysia Centre for Independent Journalism $30,000* To improve the free flow of information and foster communication rights in Malaysia. The Center for Independent Journalism will produce a news and information radio show as well as launch advocacy campaigns to promote communication rights throughout Malaysia. International Republican Institute $140,000 To increase the effectiveness and improve the skills of human rights educators in Malaysia and to strengthen linkages between mainstream and alternative press journalists. IRI will work with Pusat Komas and the Strategic Information and Research Development to organize two training-of-trainers workshops on the use of popular education techniques in human rights education work and to organize forums for media professionals from both the mainstream and alternative media to discuss cross-cutting issues and concerns. International Republican Institute $198,050 To increase political parties' understanding of constituent needs, encourage open discussion between parties and civil society organizations, and strengthen the capacity of a domestic election monitoring organization. IRI will commission national level polls to gauge the public's sentiment on key public policy issues and present the findings to the political parties; assist in the organization of a conference on democracy and electoral reform; and provide organizational capacity-building support to the domestic election monitoring group, Malaysians for Free and Fair Elections. National Democratic Institute for International Affairs $125,000 To improve the effectiveness of political parties in constituent outreach, message development and communications, and to encourage dialogue among political parties, civil society, and the public on issues of electoral reform in Malaysia. NDI will work to strengthen parties' communications skills and support efforts to involve citizens, civil society groups, and all major parties in advocacy on issues of electoral reform in preparation for the 2008 national elections. Open Dialogue Centre $70,000* To promote greater political participation among urban youth in Malaysia. The Open Dialogue Centre will organize discussion seminars on social and political issues with prominent democracy advocates and publish a journal featuring issues relating to democracy and youth. Southeast Asian Press Alliance $100,000* To strengthen independent media in Malaysia. SEAPA will support the development of media outlets providing professional, responsible coverage of issues and news often ignored or distorted by the mainstream media, and conduct informal consultations with journalists committed to enhancing journalistic professionalism. Suara Rakyat Malaysia (Suaram) $70,000* To promote human rights in Malaysia. Suaram will organize human rights campaigns on the issues of police accountability, participatory democracy, and the right to trial. Each campaign will include the publication of an in-depth report, special briefings for influential government and civil society leaders, and grassroots education in the form of posters and pamphlets. Suaram will also continue to issue its annual survey and evaluation of the human rights situation in Malaysia. TOP Mongolia International Republican Institute $71,956 Reprogramming of 2003 funds To increase the capacity of MPs and to strengthen women's political participation in Mongolia. IRI will provide technical support to the Parliament by engaging experts to assist MPs in their continued implementation of important institution-building advances. IRI will also conduct trainings, facilitate on-going dialogues to combat challenges facing female candidates, and produce a bulletin that raises awareness of women in politics. Liberal Emegteichuudiin Oyuny San (Liberal Women's Brain Pool) (LEOS) $34,000 To strengthen Mongolia's democratic infrastructure and enhance public participation in the processes of governance. LEOS will collect and disseminate information about corruption, publish and distribute select articles on the topic of democratic development, and foster women's participation in public life through training and networking activities. TOP Nepal Antenna Foundation Nepal $60,000 To raise awareness of the constituent assembly and the constitution drafting process, and to conduct a six-month feasibility study of a proposed media program on democracy. Antenna will produce a weekly radio program focusing on issues associated with the anticipated constituent assembly. Antenna will also conduct a series of focus group discussions and carry out a nationwide survey to explore perceptions of democracy and gauge the level of participation in the democratic process. Informal Service Sector Center $40,000 To increase the level of awareness and commitment of the political parties to democracy and human rights principles and to strengthen the major political parties. The Informal Service Sector Center will organize workshops, training programs, and seminars designed to strengthen the internal organizational capacity of the major democratic political parties, encourage the development of democracy within the parties, and deepen their commitment to human rights and democracy. Nepal National Depressed Social Welfare Organization (NNDSWO) $35,000 To increase dalit participation in the political process in rural Nepal and to promote dalit rights. The NNDSWO will conduct a wide-ranging program, including advocacy, empowerment programs, and capacity-building components to raise awareness among dalits of their rights and encourage the full participation of dalits in Nepali society and public life. TOP North Korea Citizens' Alliance for North Korean Human Rights $195,000* To bring international attention to the human rights situation in North Korea and the plight of refugees in neighboring countries. The Citizens' Alliance will also promote awareness among South Koreans about North Korea and test methods of assisting North Koreans living in South Korea to adjust to citizenship in a free and democratic society. The DailyNK $75,000 To disseminate accurate and timely information about North Korea. The DailyNK will produce an online newspaper targeting audiences in South Korea and in the international community. The newspaper will include news and information about North Korean human rights issues as well as developments in North Korean politics and economics. Database Center for North Korean Human Rights $75,000* To collect and collate available testimonies and documentation on human rights conditions in North Korea, including information on institutions and practices throughout society. The Center will classify and enter information from interviews and written testimonies into the database. The Center will also carry out individualized data searches in-house in order to respond to information requests from outside researchers, governments, UN bodies, and human rights advocates. Free North Korea Radio Station (FreeNK) $395,333* To support the free flow of information in North Korea. FreeNK will produce and broadcast to increase the news, information, and independent commentary available to North Korean audiences. International Republican Institute $150,000 To support human rights and democratic processes on the Korean peninsula. IRI will launch a program to offer technical assistance to South Korea-based NGOs, with a focus on democracy education for North Koreans living in South Korea. The program will also be made available, via broadcast, to audiences in North Korea. Network for North Korean Democracy and Human Rights (NKnet) $333,950* To support the free flow of information in North Korea. NKnet will increase broadcasting of its daily radio program designed to provide news and information to the North Korean people. NKnet will organize conferences and seminars in South Korea, concentrating on broadening awareness of the problems of North Korea among South Korean youth. NKnet will also hold civic workshops for North Korean youth living in South Korea designed to ease their adjustment to South Korean society. Open Radio for North Korea $347,167* To support the free flow of information in North Korea. Open Radio will maintain a radio platform that enables a variety of organizations and groups to broadcast information and feature programs to North Korean audiences. TOP Pakistan American Center for International Labor Solidarity $380,000 To strengthen the democratic trade union movement in Pakistan, and to improve dialogue between labor and business on issues of economic reform and policy. ACILS will provide institutional and technical support to three Pakistani trade unions and sponsor a series of meetings that will bring together stakeholders representing labor, management, government, and others to discuss issues facing Pakistani industry and workers. American Center for International Labor Solidarity $107,726* To promote workers' rights in Pakistan. ACILS will run a diverse program of workers' rights promotion in conjunction with local partners in both urban and rural areas of Pakistan. Balochistan Institute for Future Development (BIFD) $30,000 To promote a culture of human rights and to advance women's rights in rural Balochistan. BIFD will carry out four interrelated activities the formation of Union Council Committees, capacity building, social mobilization, and human rights advocacy. Center for Civic Education (CCE) $75,000 To inform and educate citizens about democratic rights, political parties, and political institutions, and to encourage greater public participation in the electoral process. The CCE will conduct a series of activities to facilitate citizens' participation in democratic processes, including two training courses for activists, a street theater performance, a series of civic forums held in eight cities throughout Pakistan, and a national conference. Center for Research, Communication and Dialogue (CRCD) $60,000 To build the capacity of journalists and support the development of independent media in the tribal areas of Pakistan. The CRCD, in partnership with the Tribal Union of Journalists (TUJ), will organize training-of-trainer workshops for tribal journalists in all seven agencies of the Federally Administered Tribal Areas, support the development of TUJ branches and local press clubs, and publish an online newspaper covering the Tribal Areas. Centre for Peace and Development Initiatives (CPDI) $45,000 To promote greater public accountability and transparency in the use of public funds. CPDI will strengthen civil society networks and develop methods to track and monitor the use of public funds by district-level government. CPDI will also organize workshops and seminars to educate the public on issues of access to information and transparency and accountability in the use of public funds. Democratic Commission for Human Development (DCHD) $100,000* To foster the principles of democracy, tolerance, and social harmony in Pakistan's rural communities. DCHD will organize advocacy seminars and community dialogues, promote democratic values, and publish a monthly Urdu-language democracy education newsletter. Institute for Development Studies and Practices (IDSP) $52,000 To cultivate a new generation of female leaders who will be prepared to take an active role in local government and civil society. The IDSP will develop the leadership capacity of young women in gender, development, and democracy in five districts of Balochistan and one district of North West Frontier Province. Interactive Resource Center $75,000 To mobilize marginalized communities in Pakistan to take an active role in the struggle for human rights. The Center will carry out a country-wide human rights education program centered on the use of interactive theater. International Republican Institute $800,000 To improve the capacity of political parties in Pakistan in advance of upcoming local and national elections. IRI's training program will focus on improving responsiveness to voters, internal communications, and media relations. Mukhtar Mai Women's Welfare Organization (MMWWO) $40,080* To raise awareness of women's rights in south Punjab. The MMWWO will provide legal services to victims of human rights violations; organize meetings to raise awareness about, and provide a forum for, the discussion of human rights issues affecting women; and convene seminars that aim to educate key stakeholders, including law enforcement, government officials, politicians, and civil society leaders about women's rights. National Commission for Justice and Peace (NCJP) $45,000 To promote greater respect and understanding of democratic norms, including respect for minority rights in Pakistan. NCJP will conduct a multifaceted project that includes data collection and research on minorities, public education on democracy and human rights, political party worker capacity building training, local and national level conferences on human rights and democracy, a legislative watch initiative, and a resource center for democracy and human rights. National Democratic Institute for International Affairs $90,000 To demonstrate international interest in, and support for, the integrity of the electoral process in Pakistan. NDI will conduct two multi-national, nonpartisan pre-election assessment delegations to evaluate the political and electoral environment in the lead up to the national and provincial polls. Omar Asghar Khan Development Foundation (OAKDF) $75,000 To strengthen civil society engagement in electoral politics and democratization in Pakistan. The OAKDF will organize training workshops for activists, hold community-based people's assemblies, and bring together citizens and civil society groups through roundtable discussions in an effort to create broad-based coalitions that promote inclusive democratic reform. Pakistan Fisherfolk Forum $45,000 To support grassroots mobilization and advocacy efforts by the fisherfolk communities in the Sindh. The Pakistan Fisherfolk Forum will work with local stakeholders to promote local government accountability and corporate social responsibility on issues that impact the livelihood of fisherfolk communities. Pakistan Press Foundation (PPF) $110,000* To build the capacity of local civil society organizations to better understand the media and to increase information sharing and cooperation between rural journalists and local civil society organizations. The PPF will organize workshops, seminars, and networking sessions for journalists and civil society leaders in the Sindh. Potohar Organization for Development Advocacy (PODA) $40,000 To strengthen public participation and improve government accountability on a local level in rural Pakistan. PODA will educate and empower local citizens, especially women, through its community-based democracy learning center and the organizing of workshops and seminars for local leaders and officials. Women's Media Centre $25,000 To support the training and empowerment of female journalists in Pakistan. The Women's Media Centre will train female journalists, advocate for greater female participation in journalism, work with the media to assist the careers of aspiring young female journalists, and provide opportunities for female journalists and political party representatives to meet and discuss issues of common concern. TOP Philippines National Democratic Institute for International Affairs $374,832 To encourage dialogue between political parties and civil society organizations and to support media networks and civil society organizations in efforts to monitor processes related to constitutional change and political reform.
