The DCCI will work to promote a more open and transparent economic environment in Bangladesh. Burma A) Internal Organizing $15,000 To monitor the human rights situation in Burma and educate monks and Buddhist lay people about the nonviolent struggle for democracy in Burma. The organization will produce and distribute material, including pamphlets, stickers and calendars, on human rights and democracy, and support efforts to organize the Buddhist community inside Burma. $80,000* To support the human rights and democracy movement inside Burma. The organization will train party activists in effective techniques of nonviolent political action, produce and distribute literature about democracy, human rights and political organizing, and provide humanitarian support for party activists and others along the Thai-Burma border and inside Burma. International Republican Institute $330,000* To support efforts to coordinate the strategic nonviolent activities of various democracy groups' activities inside Burma. The committee will expand its network of democracy activists in Burma and train more activists in nonviolent political action. International Republican Institute $230,000 To promote democracy and nonviolent political action in Burma. The organization will support efforts to provide financial, logistical, and technical support to prodemocracy political activists inside Burma. $15,000* To empower ethnic nationality political parties and to promote their inclusion in the political process. The organization will support efforts to draft a federal constitution and democratic state constitutions within a federal framework, and support organizing efforts to promote ethnic nationality participation in resolving Burma's long-standing political and economic problems. $50,000* To strengthen civil society in Burma. The organization will work with partners inside Burma to establish two institutions that provide educational programs and an emergency medical support fund. $85,000* To support efforts to bring about political reform and national reconciliation in Burma. The coalition will work to increase contact, trust, and cooperation between ethnic and pro-democracy forces, expand its activities inside Burma, and strengthen support among these groups to bring about political dialogue and national reconciliation in Burma. $30,000* To support and strengthen the ability of the Burmese people to participate in peaceful efforts to promote democracy and political reconciliation. The forum will conduct five community-organizing training courses and produce several Burmese-language reports on successful examples of democracy movements around the world. B) Independent Media $18,000* To support the use of information and communication technology inside Burma to expand the ability of individuals to access and share information. The organization will provide technology training to Burmese journalists, introduce new information technology in Burma, distribute news and information, transcribe information into Burmese Unicode, and launch a secure website for users in Burma. $50,000* To support media freedom in Burma through the publication of a quarterly literary journal featuring the work of prominent Burmese writers. The journal will carry literary works such as articles, short stories, and cartoons that are banned or heavily censored by military authorities, and will include new works sent from writers and journalists inside Burma as well as well known writers in exile. $29,324* To encourage the exchange of ideas and information and to coordinate activities related to freedom of information and expression in Burma. The organization will organize and convene the third annual Burma media conference in fall 2005. The conference will bring together over 80 journalists who cover Burma to discuss issues, exchange ideas, and share information. The Irrawaddy The Irrawaddy provides independent news and information about news and events in Burma and Southeast Asia. $175,000* To promote access to independent media in Burma. The organization will launch the first independent, Burmese-language satellite television program to complement its long-running daily shortwave radio program. $175,000* To support Burmese- and ethnic-language radio broadcasting of independent news and opinion into Burma. The organization will continue to improve the quality of its programs, invest in advanced training and education for its staff, and maintain the regional infrastructure for its broadcasts. $35,000* To support independent media in Burma. The organization will upgrade its equipment to allow for more efficient and professional delivery of news and information through radio, television and the internet. $115,000* To support independent media in Burma and to provide independent news and information about Burma and events in Southeast Asia. The organization will produce a monthly English-language news magazine, distribute a daily electronic news bulletin, and maintain a Burmese- and English-language website. $25,000 * To provide news and information in the Kachin language about Kachin State. The organization will publish a monthly Kachinlanguage newspaper, maintain a Kachinand English-language website, conduct a journalism training program in Kachin State, and maintain two news offices inside Burma and an editorial office in Canada. $12,500* To provide the Karen people with news and information about Karen State and Burma, and to expose them to basic principles of human rights and democracy. The organization will publish a 32-page newsletter in Burmese and Karen that provides an alternative news source for the Karen community in Burma, in refugee camps along the Thai-Burma border, and for ethnic and pro-democracy groups in exile. $40,000* To provide Burmese citizens, exiles and democracy and human rights activists with independent and accurate information about the state of the country and an open forum to discuss a wide range of issues. The news group will produce a daily electronic news and information service that covers developments in Burma, India, and the India-Burma border; maintain a Burmese and English-language webpage; publish a monthly Burmese-language newspaper; organize forums on India's Burma policy; publish in-depth reports; and run a journalism internship program. $12,000* To provide accurate and reliable information about political, social, and economic developments in Arakan State, Burma. The organization will operate a daily news service in English and Burmese concentrating on current events and human rights in Arakan State. $150,000* To support independent media in Burma. The organization will publish and distribute inside Burma an independent, monthly Burmese-language newspaper focusing on the struggle for human rights and democracy. $25,000* To provide accurate and reliable information about political, social, and economic developments in Shan State, Burma. The news agency will publish a tri-lingual monthly newspaper that provides accurate and reliable information to the Shan and wider Burmese communities as well as Thai and international audiences about political, social, and economic developments in Shan State and Burma. C) Human Rights Education, Documentation, and Advocacy $50,000* To introduce a civic education curriculum and teaching methodology to teachers from Karen, Karenni, and Mon States in Burma. The organization will continue its training program, introduce a new civic education curriculum, and publish a small resource book containing material on human rights and democracy. $99,500* To research and document the situation of political prisoners inside Burma and to raise international awareness about the human rights crisis inside Burma. The organization will provide assistance to political prisoners, former political prisoners and their families; report on the treatment and condition of political prisoners in Burma; and advocate for the release of all political prisoners in Burma. $90,000* To promote respect for human rights and the rule of law in Burma. The organization will manage a legal research and education program, produce a quarterly journal on legal issues, organize an in-depth training program, and advocate for rule of law and democracy in Burma. $38,000* To publicize the human rights situation in Chin State, Burma. The organization will publish and distribute a human rights newsletter, advocate on human rights issues internationally, and organize a conference in Burma. $60,000* To educate the Burmese public about human rights and democracy. The institute will organize a training-of-trainers course and a refresher course for previously trained trainers, translate its "Human Rights Manual" into the Palaung and Chin languages, and publish a Burmese-language book on human rights. $57,288* To document and report on conditions in southern Burma and to promote human rights education in Mon state and among Mon refugees. The organization will run six core projects: human rights documentation; human rights and civic education; human rights defenders; civil society development; Mon-language press; and women's and children's rights. $45,000* To improve teacher training and curriculum development. The committee will coordinate health and education programs for refugee populations in Thailand and India and ethnic populations inside Burma, expand its teacher training courses, and work on a new school curriculum based on contemporary standards and methodologies. $15,000* To document and publicize the human rights situation in Shan State. The organization will publish and distribute monthly Shan- and English-language human rights newsletters to audiences in Shan State, the Shan exile community in Thailand, and the broader international community. D) International Advocacy and Organizing $44,000 To increase international support for the Burmese democracy movement. The organization will link academics, activists, journalists, diplomats, and politicians in Burma, Thailand, and throughout Southeast Asia through advocacy campaigns, meetings, and other forums. $60,000* To support a campaign in Southeast Asia to secure the release of Daw Aung San Suu Kyi and promote political reform in Burma. The network will organize public information programs in Southeast Asia, send delegations of parliamentarians to Europe and the United States, and organize a conference on good governance and democracy. $300,000* To support efforts to create a political environment in Burma and in the international community conducive to resolving Burma's long-standing political crisis. The organization will support the coordination of international and domestic political action, coalition building, transition planning, and institutional development. $50,000 To increase awareness about political developments in Burma and to strengthen international support for Burma's democracy movement. The organization will work to ensure that important research and reports produced in Thailand by Burmese democracy activists reach a targeted audience in the international community, keep the international media informed of important political initiatives and developments in Burma, and coordinate various initiatives to increase pressure on the regime for reform. $35,000* To develop a strong Asian constituency in support of political dialogue and national reconciliation in Burma through increased cooperation with NGOs, student groups, and regional bodies in Asia. The committee will meet regularly with foreign embassies and consulates, travel throughout South, Southeast, and East Asia to build international support for the democracy movement in Burma, and coordinate with other international advocacy groups working to promote democracy in Burma. $40,000* To promote increased support for democracy in Burma and Thailand. The committee will engage in policy advocacy and public information campaigns, provide legal support to Burmese who suffer human rights violations in Thailand, and coordinate with Burma democracy groups in Thailand and other Thai civil society organizations. E) Ethnic Nationalities $30,000* To increase the availability, sophistication, and quality of information about federalism and the draft Chin State constitution. The organization will support a series of training-of-trainers courses on federalism, constitutionalism, and the role of the Chin State in a future federal union of Burma. $26,500* To support the institutional capacity of the committee to distribute humanitarian aid and to document the plight of the internally displaced Karen population. The committee will publish a bi-monthly newsletter, upgrade its computer equipment, and provide training courses for its field staff. $20,000* To promote civic awareness and increase civic participation in Mon State, Burma. The organization will produce a Mon-language journal, hold computer training classes, and organize a civic education program designed to encourage increased cooperation and understanding among Mon youth. $25,000* To broaden the perspectives of Shan youth and promote cooperation among various communities in Shan State. The school will provide an intensive, nine-month program including English-language classes, computer courses, and social studies for students from Shan State. F) Women's Participation and Empowerment Still Licensed to Rape Still Licensed to Rape is the follow-up to the 2002 report Licensed to Rape, which exposed the use of rape in Shan State as a strategy of war by the troops of the Burmese military regime. $55,000* To promote understanding of human rights, women's rights, and democracy, and to support community organizing efforts among Burmese women. The organization will launch a campaign for nonviolent social change, manage a drop-in help center for migrant workers, publish a newsletter for distribution inside Burma and among women's groups along the Thai-Burma border, run lending libraries for displaced Burmese, organize a monthly discussion series, and convene a meeting of regional Burma support groups to develop a coordinated strategy to promote political reform in Burma. $7,400* To promote the rights of women and children in Kachin State and to encourage understanding and cooperation among Burman and ethnic-minority women. The organization will organize computer and English-language classes, a management training program, a women's rights training course, and an income-generation skills training school. The organization will also develop a leadership training program and internship program for its members; conduct workshops on office management skills, and communication strategies; and publish a newsletter. $15,500* To promote human rights and democracy among Karen youth. The organization will offer a year-long human rights and democracy course for Karen high school students and will integrate its course into the core curriculum of Karen high schools and work to introduce its core concepts to the broader Karen community. $25,000* To increase women's participation in Burma's democracy movement and provide Shan women with the necessary skills to assume decision-making positions in their communities and organizations. The network will organize women's empowerment and capacity building workshops, document and report on the situation of women in Shan State, advocate for women's rights in Shan State, and offer basic educational, health and social services for displaced Shan. $40,000* To promote increased understanding among Burmese women of human rights, women's rights and empowerment, democracy, federalism, peace-building, community development, and health issues. Projects will include a series of women's rights and empowerment training workshops for Burmese refugees; capacity building workshops for Burmese women in India, Thailand, and Bangladesh; and a peace-advocacy program. $10,000* To educate, train, and empower Burmese women in exile in India to take a more active role in the democracy struggle and to promote women's rights in Burma and among the exile community. The association will organize training courses on politics, democratic institutions, and organizational systems and organize a regular forum for ethnic and Burmese women to discuss common issues and concerns. TOP Cambodia Cambodian Human Rights Action Committee $40,000 To support an effective civil society response to serious and politically sensitive human rights violations. The Action Committee, a coalition of 18 leading human rights groups, will coordinate joint investigations, provide legal assistance, and advocate for better human rights conditions. The Committee will also promote public understanding of the Khmer Rouge trial process in Cambodia by monitoring the trials and conducting a variety of awareness campaigns. Documentation Center of Cambodia (DC-Cam) $22,500 To inform and educate Cambodians about the Khmer Rouge and to serve as an information clearinghouse about the Khmer Rouge. DC-Cam will work on a photography and first-hand testimonial project that documents the "new people," or groups that came from areas that were not controlled by the Khmer Rouge prior to 1975, who became victims of the Khmer Rouge. TOP China Legal Rights Education $176,500* To carry out several programs of legal education and rights awareness. Grantees will use media outreach, conduct workshops, and produce publications to increase public awareness of existing international standards and Chinese laws designed to protect citizen rights. Grantees will also provide some direct legal aid and engage in advocacy promoting accountability, transparency, and rule of law. Center for International Private Enterprise $137,060 To engage private sector participation in substantive dialogue on the policy changes necessary for the development of a transparent and law-based free-market system in China. CIPE will support a series of policy discussion forums and an online policy journal, in cooperation with the Center for Private Economic Studies. The Association will publish a quarterly journal, Chinese Law & Religion Monitor, which will contain analysis and documentation of human rights abuses committed against religious believers, as well as laws and regulations concerning religious freedom in China. China Free Press $25,000* To promote the free flow of information and opinion. China Free Press will provide free hosting for Chinese prodemocracy websites that have been censored or closed down by government authorities in China. Chinese Citizen Forum $40,000* To promote civic awareness and to maintain a forum for open discussion of civic and political issues. Chinese Citizen Forum will publish a series of civic education manuals for distribution inside China and operate a Chinese-language public policy listserv. Democratic China $136,000* To promote uncensored reporting and dialogue on issues relevant to China's political development. Democratic China will publish weekly the online Chinese-language magazine Minzhu Zhongguo (Democratic China), which carries analysis by authors inside and outside of China regarding current affairs, culture, history, and international relations. Foundation for China in the 21st Century $117,000 To support a variety of forums for liberal intellectuals and prodemocracy analysts to promote democratic values and political reform. The Foundation will sponsor a book series and two Internet-based projects, the China E-Weekly magazine of analysis and commentary, and a petition forum. Human Rights in China $480,000* To carry out human rights information gathering, reporting, publicity and advocacy. Special projects will include focused research on human rights developments in the traditionally Muslim-majority northwestern region of China. Independent Chinese PEN Center $99,500* To promote freedom of expression in China. Activities will include the publication of banned works, advocacy on behalf of imprisoned writers and journalists, and campaigns calling attention to authors who suffer state censorship and persecution. International Republican Institute $350,000 To broaden the space for political representation, citizen participation, and the rule of law in China. IRI will support independent policy research on improving township level government, expansion of direct elections at the local level, civic education, training in policy advocacy related to China's HIV/AIDS epidemic and public health governance, and awareness of the legal rights of individuals in rural areas. Open Magazine will publish a series of Chinese language books on issues related to the future of democracy and human rights in China. Press Freedom Guardian $43,859* To publish a Chinese-language newspaper covering events related to human rights, democratization, and the activities of the Chinese democracy movement. The newspaper will be disseminated in China and abroad through print copies, e-mail subscriptions, and a website. Princeton China Initiative $55,000* To promote human rights in China. The Initiative will carry out a broad program of support for innovative, small-scale rights defense projects. Princeton China Initiative $60,000 To promote freedom of the press and civic engagement via the Internet in China. The Initiative will bring together advocates of political liberalization and specialists in Internet technology to foster cooperation in developing and popularizing self-publishing software, such as weblogs and other Internet tools, that enable concerned citizens to exchange ideas. TOP China (Hong Kong) Civic Exchange $45,000* To promote informed debate on constitutional reform. Civic Exchange will carry out public opinion research and hold a public debate on models of constitutional reform, publish two papers that discuss selected reforms in mainland China and their relevance as points of reference for Hong Kong, and conduct outreach to the public on the broad spectrum of reform concerns. Hong Kong Human Rights Monitor $173,000* To raise the standards of human rights protection and democratic representation. The Monitor will carry out human rights reporting, casework, campaigning, and public education drawing local and international attention to civil and human rights developments in Hong Kong. TOP China (Tibet) Gu-Chu-Sum Movement of Tibet $25,225* To document the situation of political prisoners in Tibet and provide support for political prisoners still in detention and former political prisoners in exile. The Gu-Chu-Sum Movement will organize lectures and workshops, publish a magazine, maintain a human rights research desk, and support former political prisoners in exile through various activities ranging from job training to lectures and publications. International Campaign for Tibet (ICT) $50,000 To increase understanding between Tibetans and Chinese by providing greater access to information about Tibet. ICT will facilitate dialogue and information exchange between Tibetans and Chinese officials, academics and the public through meetings, conferences, and publication of a Chinese-language newsletter and website. Social and Resource Development Fund (SARD) $50,000* To raise awareness of the principles of human rights and democracy at the grassroots level in Tibetan communities in exile. SARD will provide modest support in the form of seed money or one-time grants to Tibetan grassroots organizations, associations and ad hoc committees that are working to inform and educate their communities about democracy and human rights and to increase participation in the political process. Tibet Museum $15,000* To preserve and present material related to modern Tibetan history and to educate visitors about the Tibetan culture and people. The Tibet Museum will continue to maintain and operate its Dharamsala-based museum, "Demton Khang," display a touring exhibition, organize seminars and lectures, and maintain a website. Tibetan Centre for Human Rights and Democracy (TCHRD) $15,000* To train and empower a new generation of Tibetan activists and to monitor, promote and protect human rights in Tibet. TCHRD will conduct a week-long workshop for college-age Tibetan youth in India and Nepal, which will include seminars and discussions on the concepts of human rights and democracy, the human rights situation in Tibet, the United Nations, and efforts to build a democratic Tibetan government-in-exile. Tibetan Literacy Society $36,000 To provide the Tibetan public independent and accurate information on developments in Tibet and in the exile community, and to promote open discussion among intellectuals and a general readership on civic issues, including human rights and democracy. The Tibetan Literacy Society will publish and distribute throughout the Tibetan community in exile Bod-Kyi-Dus-Bab (Tibet Times), a Tibetan-language newspaper published three times a month. Tibetan Parliamentary and Policy Research Centre $20,000* To strengthen local Tibetan assemblies, the first level of the Tibetan government-in-exile. The Centre will conduct a workshop for members of the local assemblies, facilitate their attendance during a session of the national parliament, and encourage discussion of the functions and mechanisms of the parliament among local assembly members. Tibetan Review, a monthly English-language news magazine, will provide Tibetans in exile and the international community with Tibet-related news and insightful opinion pieces and editorials, featuring articles written by prominent journalists, academics, and others interested in Tibetan issues. Tibetan Women's Association $15,000* To promote the social, political, and economic empowerment of Tibetan refugee women and raise awareness of human rights violations against women in Tibet. The TWA will write and publish a report on the status of Tibetan women in exile, organize an educational program on voting for Tibetan settlements in South Asia, and document the human rights situation of women in Tibet. TOP China (Xinjiang) Uyghur American Association $126,000* To carry out the Uyghur Human Rights Project, a program documenting and reporting on human rights violations affecting the Turkic-speaking, traditionally Muslim indigenous populations of northwest China. This program will research, document, and bring to the attention of the international community independent, accurate information about the human rights situation in the Xinjiang Uyghur Autonomous Region. TOP Indonesia American Center for International Labor Solidarity $31,997 REPROGRAMMED 2001 FUNDS To promote improved working conditions, represent workers' legal interests, and advocate for labor rights. ACILS will work with four union partners in the Batam Island Export Processing Zone to conduct training programs, provide legal assistance, and promote the rule of law in the workplace. American Center for International Labor Solidarity $90,000 To strengthen internal union democracy and contribute to Indonesia's decentralization process by encouraging active civic participation among trade unions at the local level. ACILS will work with local garment and textile unions to implement a campaign to promote greater involvement by labor groups in the formulation of municipal budget priorities. American Center for International Labor Solidarity $100,000 To promote freedom of association and build the capacity of free trade unions in Indonesia. ACILS will implement a training program for free trade unions in three districts in Indonesia. Center for International Private Enterprise $113,412 To build stronger and more effective mechanisms for the Indonesian public to present their views on policy to government decision-makers and the media. CIPE will support the Institute for the Study and Advancement of Business Ethics to hold a series of seminars to educate local parliamentarians on reform issues and publish the bi-annual Jurnal Reformasi Ekonomi. Center for International Private Enterprise $82,244 To strengthen corporate governance in the public and private business sector in Indonesia. In conjunction with Indonesia Business Links, CIPE will organize a series of workshops on corruption, business ethics, and good governance policies to assist the Indonesian government's Corruption Eradication Commission (KPK) in its efforts to improve corporate accountability and transparency. Free Voice, an Amsterdam-based media organization, will work with Radio News Agency 68H to construct three new radio stations, repair three stations, produce a monthly NGO radio talk show, and conduct training and capacity-building workshops for journalists. TOP Malaysia Centre for Independent Journalism $30,000* To improve the free flow of information in Malaysia. The Centre for Independent Journalism's Radiq Radio Project broadcasts news, analysis, and feature programs produced by local Malaysian NGOs and civil society organizations. International Republican Institute $200,000 To support democratic development in Malaysia by improving political communications and expanding domestic election monitoring. In conjunction with local partners, IRI will commission polls to gauge public opinion on a variety of issues and support consultations with all major political parties to improve message development, internal democracy, and organizational development. IRI will also work with a non-partisan domestic election-monitoring organization to conduct a long-term election observation in the state of Sarawak. National Democratic Institute for International Affairs $315,832 To foster open discourse on legislative and governmental matters and to encourage political parties to be more transparent and democratic. NDI, in conjunction with a leading Malaysian NGO, will organize workshops for political parties on transparency and accountability. Open Dialogue Centre $65,151* To promote political participation among urban youth in Malaysia. The Centre will organize discussion seminars on social and political issues with prominent democracy advocates and publish a journal featuring issues relating to democracy and youth. Southeast Asian Press Alliance (SEAPA) $80,000* To strengthen independent media in Malaysia. SEAPA will support the development of alternative media outlets providing professional, responsible coverage of issues and news often ignored or distorted by the mainstream media, and conduct informal consultations with journalists committed to enhancing journalistic professionalism. Suara Rakyat Malaysia (Suaram) $70,000* To promote human rights in Malaysia. Suaram will campaign on issues such as the right to justice, freedom of association, refugees, and freedom of expression. It will also publish its annual survey of human rights in Malaysia. TOP Mongolia Liberal Emegteichuudiin Oyuny San (Liberal Women's Brain Pool)(LEOS) $35,000 To carry out a wide range of activities aimed at strengthening the participation of women in public life and bolstering the prospects of genuine democratic consolidation in Mongolia. LEOS will organize capacity-building workshops, a series of radio programs, and a publication project. National Democratic Institute for International Affairs $109,725 REPOGRAMMED 2004 FUNDS To promote higher standards of media professionalism. NDI will work with Globe International to enhance the capacity of Mongolian civil society organizations to conduct independent, impartial observations of Mongolian media behavior during the presidential election in May. Nepal Asian Forum for Human Rights and Democracy (Forum-Asia) $40,000 To mobilize regional support for the restoration of multi-party democracy in Nepal. Forum-Asia will organize the second regional meeting on human rights, democracy, and peace in Nepal in New Delhi, India, to engage political and civil society groups in India and other countries in an effort to create pressure for the protection of human rights and a return to constitutional democratic politics in Nepal. Search for Common Ground (SFCG) $25,000 To promote practical and cooperative strategies for resolving conflict in Nepal. SFCG will carry out a two-week-long mission to Nepal to assess the situation and provide the groundwork for the development of a long-term conflict resolution program. TOP North Korea Citizens' Alliance for North Korean Human Rights $175,000* To bring North Korean human rights issues to South Korean and international attention. The Alliance will conduct research into and dissemination of eyewitness accounts of human rights abuses and prison camp operations in North Korea. Database Center for North Korean Human Rights $50,000* To serve as a resource for the human rights community. The center will carry out research on human rights conditions in North Korea and construct a database that serves as a repository of testimony and documentation. Democracy Network against the North Korean Gulag (NKGulag) $75,000* To carry out human rights research and advocacy, providing a unique voice as the first human rights organization founded by survivors of the North Korean gulag. NKGulag will publish two annual reports, one on the situation of North Korean refugees in neighboring countries, and one covering rights abuses at all levels of the North Korean system, including the prison-camp gulag. NKGulag will additionally maintain a directory of victims and implement a program of education for South Koreans. Network for North Korean Democracy and Human Rights (NKnet) $85,000 To pursue a wide-ranging program of research, campaigns, and public education designed to draw South Korean and international attention to issues of democratization and human rights in North Korea. NKnet will publish periodicals, maintain the DailyNK bilingual news website, and conduct workshops. Piraya Film $15,315* To draw attention to human rights abuses committed in North Korea's political prisoner concentration camps. Piraya Films will organize, produce, and film a theater play about life in the Yo Dok camp, which will be performed by survivors of the camps. TOP Pakistan American Center for International Labor Solidarity $106,204* To promote workers' rights in Pakistan. ACILS will operate a diverse program of workers' rights promotion in conjunction with local partners in both urban and rural areas. American Center for International Labor Solidarity $146,824 To carry out a diverse program of support for workers' rights. ACILS will assist the All Pakistan Federation of Labour to enhance communications between union members and their elected representatives. ACILS will support the efforts of several Pakistani NGOs and labor groups to eliminate child labor, uphold the rights of female workers, and monitor and report on the labor situation. ACILS will also support rights-based trade union education and organization workshops for local labor leaders. Center for Civic Education (CCE) $50,000 To inform and educate citizens about democratic rights, political parties, and political institutions, and to encourage greater public participation in the electoral process. The CCE will organize a voter registration campaign, hold civic forums to discuss critical issues, produce educational materials and newsletters, and hold a national conference to improve the accountability of political parties. Center for International Private Enterprise $490,108 To promote the participation of the business sector in the economic reform process and the development of democratic institutions. CIPE will work to strengthen local business associations and help them articulate a vision for a more competitive and open business environment. Democratic Commission for Human Development (DCHD) $100,000 To foster the principles of democracy, tolerance, and social harmony in Pakistan. DCHD will carry out a survey of rural attitudes, organize advocacy seminars and community dialogues, and publish a monthly Urdu-language democracy education newsletter. Interactive Resource Center $48,808* To mobilize marginalized communities in Pakistan to take an active role in the struggle for human rights. The Center will carry out a country-wide human rights program centered on the use of interactive theater. It will provide training to theater groups around the country, use video documentation to reach larger audiences, and organize a national interactive theater festival. International Republican Institute $500,000 To improve the capacity of political parties in Pakistan in advance of upcoming local and national elections. IRI's training program will focus on improving responsiveness to voters, internal communications, and media relations. Omar Asghar Khan Development Foundation $75,000 To promote and strengthen citizen engagement in politics and the democratic reform process. The Foundation will organize training workshops for activists, hold community-based people's assemblies, and bring together citizens and civil society groups through roundtable discussions in an effort to create broad-based coalitions that promote inclusive democratic reform. Pakistan Fisherfolk Forum $40,000 To support the development of grassroots citizens' movements dedicated to addressing questions of equality, human rights and political representation. The Pakistan Fisherfolk Forum will work with local stakeholders to promote local government accountability and corporate social responsibility on issues that impact the livelihood of fisherfolk communities in two provinces in Sindh. Pakistan Press Foundation (PPF) $110,000 To build the capacity of local civil society organizations to better understand the media and to increase information sharing and cooperation between rural journalists and local civil society organizations. The PPF will organize workshops, seminars, and networking sessions for journalists and civil society leaders in Sindh. PODA PODA organized a series of monthly seminars on democracy and civic education for community leaders to introduce them to key concepts and practices of democratic governance. Potohar Organization for Development Assistance (PODA) $25,000 To strengthen public participation and improve government accountability at the local level in rural Pakistan. PODA will educate and empower local citizens, especially women, by establishing a community-based democracy learning center and organizing workshops and seminars for local leaders and officials. Women's Media Centre $25,000 To promote greater participation of women in the Pakistani media. The Women's Media Centre will train female journalists, advocate for greater female participation in journalism, and work with the media to assist the careers of aspiring female journalists. TOP Philippines Center for International Private Enterprise $82,237 To support the Institute for Solidarity in Asia (ISA) in expanding a nationwide advocacy network created to improve public governance and increase community participation in development. ISA will organize seminars and training events for various stakeholders in order to build awareness of and encourage advocacy for both local and regional issues, as well as corporate citizenship. In addition, ISA will create a public governance performance scorecard to help local government units monitor and evaluate their governance practices. TOP Sri Lanka American Center for International Labor Solidarity $234,959 To strengthen institutions that bolster workers' rights. ACILS will support the development of a labor research institute, promote the rule of law and the rights of women workers through the training of workers and trade unionists, and promote the rights of migrant workers through training, education, and advocacy. People's Action for Free and Fair Elections (PAFFREL) $25,000 To raise awareness at the local level about good governance and human rights issues and to encourage local communities to engage actively in the political process. PAFFREL will conduct a series of dialogues in six districts in southern Sri Lanka on minority rights, federalism, constitutionalism, and political devolution. Thailand Cross Cultural Foundation $50,000 To protect and promote civil and political rights in Thailand and to build the capacity of local human rights NGOs. The Foundation will monitor and document human rights violations, launch campaigns for the ratification of the Convention Against Torture and the protection of human rights defenders, and run programs on migrant workers and on the human rights situation in southern Thailand. TOP Timor-Leste International Republican Institute $75,000 To promote greater citizen participation and better democratic governance in Timor-Leste through a multifaceted civic education campaign. IRI will organize public forums, political debates, poster competitions, and street theater designed to educate and inform the general public about democratic norms and civic participation in Timor-Leste's 13 districts. PODA organized a series of monthly seminars on democracy and civic education for community leaders to introduce them to key concepts and practices of democratic governance. TOP Vietnam Legal Reform Program $40,000 To improve Vietnam's legal system, with the aim of improving access to justice for all citizens and strengthening the rule of law. The program will include production of educational materials for the general public, compilation of procedural manuals for professionals working in the judicial and legal systems, and training workshops. Association for Vietnamese Overseas: Culture and Liaison $70,000 To promote human rights and democratic values in Vietnam. The Association will publish a bi-monthly Vietnamese-language magazine that provides uncensored news and commentary, and conduct advocacy campaigns drawing international attention to human rights conditions and the efforts of prodemocracy activists inside the country. TOP Asia Regional American Center for International Labor Solidarity $250,000 To promote the rule of law in South and Southeast Asia and China. ACILS and its partners will conduct labor law research and provide technical support to legal activists, scholars, community groups, and NGOs in five countries in the region. American Center for International Labor Solidarity $349,023 To strengthen local labor rights groups in Southeast Asian countries. ACILS will broaden the civic participation of workers in Thailand by promoting labor law reform and enhancing worker participation in the political process, assist local labor rights groups to provide services to members and conduct research and capacity-building projects, and conduct a series of seminars for local union leaders in Malaysia on democratic rights. American Center for International Labor Solidarity $110,000 To promote freedom of association and other fundamental worker rights. ACILS will support a local labor rights group to carry out education, training, and advocacy programs promoting worker and union rights. From its Washington, D.C. office, the organization will educate workers and other citizens both inside Burma and in exile about labor rights and democracy, document violations of internationally recognized labor rights, and support the development of civil society organizations in ethnic areas. Asia Pacific Forum of National Human Rights Institutions $50,000 To strengthen the investigation capacities of national human rights institutions in the Asia Pacific region through the provision of intensive, on-site training. The Asia Pacific Forum will hold human rights investigations training workshops for the National Human Rights Commission of Malaysia and will provide the staff with the tools needed to monitor and improve the human rights situations in their country. Asian Forum for Human Rights and Democracy (Forum-Asia) $150,000 To promote the effective implementation of international human rights standards in the Asia region and to empower NGOs by providing a platform for cooperation on rights issues. Forum-Asia will focus on seven areas: supporting human rights defenders; democratization and the rule of law; peace and counter-terrorism measures; globalization and economic, social, and cultural rights; right to development; minority rights; and women's rights and gender issues. Asian Network for Free and Fair Elections (ANFREL) $35,000 To strengthen the capacity of domestic election-monitoring bodies in Asia, and to increase cooperation and regional solidarity among civil society organizations. ANFREL will work closely with domestic election-monitoring groups to plan missions and delegations and will organize workshops on election monitoring, voter education, election systems, and good governance. ANFREL will also conduct conflict-resolution programs in countries torn by violence. Becket Fund for Religious Liberty $30,000* To enhance religious freedom. The Becket Fund will conduct a public awareness campaign to promote the understanding of laws designed to protect freedom of religion.
