The Dhaka Chamber of Commerce and Industry (DCCI) will build upon its Economic Reform and Advocacy and Women's Entrepreneurial Development programs and develop policy papers on economic reforms. TOP Burma A) Capacity and Institutional Building $80,000* To undertake a multifaceted legal research and education program to promote respect for human rights and the rule of law in Burma. $10,000* To support a democratic state constitution drafting process. The project will publish a proposed draft of a state constitution, translate it into six dialects and encourage discussion on the document and its implications for the local people. $80,000* To distribute human rights and democracy materials inside Burma; to train party activists in techniques of nonviolent political action; and to provide humanitarian support for party activists and others along the Thai-Burma border and inside Burma. $7,000* To promote the rights of women and children in northern Burma and to encourage understanding and cooperation among Burman and ethnic-minority women. TOP Cambodia Cambodian Human Rights Action Committee $22,000 To investigate and press for action on important human rights cases. The National Action Committee will meet twice a month to review specific cases and issues referred by the organization's Investigation Sub-Committee, cover partial costs of the Investigation and Legislation sub-committees, and support travel and meeting costs for the Provincial Action Committees. Documentation Center of Cambodia (DC-Cam) $22,500 To support the initial stage of a multi-faceted education research and development project aimed at reversing the current silence in schools on the Khmer Rouge period in Cambodian history. DC-Cam will undertake two surveys to gauge the current status of genocide education in the country and develop a comprehensive annotated guide on resources that will help young people to understand their country's tragic history and its lessons for the future. TOP China Legal Rights Education $115,000* To carry out several programs of legal education and rights awareness. Grantees will use media outreach, conduct workshops and produce publications to increase public awareness of existing international standards and Chinese laws designed to protect citizen rights. American Center for International Labor Solidarity $125,000* To support a pilot program undertaken by China Labour Bulletin promoting labor rights information and assistance for rural Chinese workers. Activities will include two research reports analyzing Chinese labor and trade union laws. The project will also distribute an email newsletter containing information about developments in China's labor community. Beijing Spring Magazine $129,000* To publish the monthly Chinese-language magazine Beijing Spring, featuring analysis and commentary by authors inside and outside China regarding political developments, social issues and the prospects for democratization in China. Beijing Spring will also engage in a new initiative to work together with Uyghur democracy activists to increase awareness among Chinese communities, in China and abroad, of the dire restrictions on freedoms in the Xinjiang Uyghur Autonomous Region of China. Center for International Private Enterprise (CIPE) $93,834 To engage private-sector participation in substantive dialogue on the policy changes necessary for the development of a transparent and law-based free-market system in China. CIPE will support a series of policy discussion forums and an online policy journal, in cooperation with the Center for Private Economic Studies. Center for International Private Enterprise (CIPE) $85,128 To support the work of the China Center for Economic Research to maintain an electronic economics information network (CENET) and to facilitate greater exchange of reform-oriented ideas and proposals among Chinese economists. The project will include an advocacy campaign to demonstrate the need for China to proceed with well-regulated privatization and hold a conference to discuss China's private economy and privatization. Center for International Private Enterprise (CIPE) $82,032 To assist the work of the Public Participation Support Center, a Beijing-based center promoting public participation in government and public affairs, under the auspices of the Beijing University Law School. The Center will research and publish a series of in-depth studies of experiments in procedures for public participation in policy-making put in place by local government agencies, draft model rules for procedures for public participation and distribute its model rules broadly. Center for Modern China $204,000 To publish Modern China Studies, a quarterly Chinese-language journal of economic and social science research concerning liberal, democratic solutions to contemporary policy questions in China. The Center will also maintain a website to target an online youth audience in order to stimulate civic awareness while supporting China-based analysis and events for intellectuals and policy-makers. China Aid Association $60,000* To undertake a program monitoring, documenting and analyzing the legal aspects of religious freedom in China. The Association will craft innovative uses of current elements of the Chinese legal framework to assist lawyers, advocates and scholars to protect religious believers and build support for fundamental reform of state treatment of religion in China. The Center will serve as a Chinese-language Internet resource providing diverse views for Chinese audiences who are otherwise limited to Chinese government-controlled media. CIC will maintain an umbrella website, which contains news and commentary on politics, economics and social topics; distribute an email digest and maintain an English-language website. China News Digest $25,000* To promote independent Chinese-language media. The China News Digest provides uncensored news about the prodemocracy movement in China through the production of its regular China-related news digests and by producing an on-line archive of information on the Cultural Revolution and the Tiananmen Square massacre. Chinese Citizen Forum $80,000* To provide an open forum for public policy debate. The Forum will establish interactive online and email-based public policy forums that give rise to public proposals to the government on current policy concerns. The Center will also publish policy papers on priority concerns that arise. Democratic China $135,000 To publish online the monthly Chinese-language magazine Minzhu Zhongguo (Democratic China), which carries analysis regarding political development and commentary on social and cultural issues from authors inside and outside of China. Through a Hong Kong-based publisher, Democratic China will also publish and distribute three Chinese-language books on topics important to democratization in China. Foundation for China in the 21st Century $161,000 To support a variety of forums for liberal intellectuals and prodemocracy analysts to promote democratic values and political reform. The Foundation will sponsor a book series, an Internet-based periodical and a conference on inter-ethnic relations in the information age. Human Rights in China, Inc. (HRIC) $486, 561* To monitor human rights developments in China. HRIC will develop benchmark indicators to assess China's human rights progress from 2004 through the 2008 Olympics and undertake research projects on the status of women and children's rights and the relationship between criminal elements and the Chinese government. Independent Chinese PEN Center $85,000* To undertake a campaign promoting freedom of expression inside China. The Center's activities will include the publication of banned works, advocacy on behalf of imprisoned writers and journalists and campaigns calling attention to authors who suffer state censorship and persecution. International Republican Institute (IRI) $350,000 To conduct a program to promote electoral reform and foster a healthy civil society. IRI will sponsor China's first-ever group of independent monitors; participate in the drafting of a regulatory framework to govern campaigning in grassroots democratic elections and work to educate rural citizens about their legal rights. IRI will also assist local efforts to improve rural elections and strengthen autonomous farmers' organizations. Laogai Research Foundation $293,000* To continue its extensive programs of research and publication. The Laogai Research Foundation will carry out investigation and documentation of the Chinese system of labor camps, while also undertaking a program of timely research exposing other human rights abuses committed by the Chinese government, including forced abortion. Press Freedom Guardian $88,000* To promote independent Chinese-language media. The Press Freedom Guardian will continue to provide objective prodemocracy news and information about China through the distribution of a newspaper via the Internet, email and paper copies. Uyghur American Association (UAA) $75,000* To improve the quality and availability of reporting on the human rights situation of Uyghurs. UAA will research, document and draw international attention to the underreported rights abuses that affect the residents of the Xinjiang Uyghur Autonomous Region of China. TOP China (Hong Kong) Civic Exchange $125,000* To build support for a democratic constitution. Civic Exchange will engage the public in consideration of potential constitutional reforms and advocate that the government seek citizen approval of any proposed constitution. Activities will consist of reports on Hong Kong's functional constituency system and the role of public dialogue in political development, as well as the organization of public forums, town hall style gatherings and formal debates. Hong Kong Human Rights Monitor $173,280* To carry out a broad ranging program of education and monitoring to draw local and international attention to human rights and constitutional developments in Hong Kong. The Monitor will produce educational materials, issue in-depth reports, conduct programs in conjunction with schools and civic groups, hold a human rights film festival and organize public seminars. National Democratic Institute for International Affairs (NDI) $190,000 To strengthen political parties and support democratic activism. NDI will conduct political party consultations and training seminars; facilitate the development and publication of a multi-party public opinion poll and provide assistance in the development of voter guides in advance of the Legislative Council elections in September 2004. Tibet Museum $15,000* To collect, preserve and present material relating to modern Tibetan history. The Tibet Museum seeks to commemorate the loss of Tibetan culture and lives as a result of the Chinese occupation and project the hopes and aspirations of the Tibetan people for a brighter future. Tibetan Centre for Human Rights and Democracy (TCHRD) $15,000 To monitor, document and advocate for the protection of human rights in Tibet. The TCHRD will conduct a week-long workshop for college-age youth in India and Nepal which will include seminars and discussions on the concepts of human rights and democracy, the human rights situation in Tibet, the Tibet issue in the context of the United Nations and the effort to build a democratic Tibetan government-in-exile. Tibetan Literary Society $25,000 To provide the Tibetan public in Tibet and in exile with independent and accurate information about Tibet and the Tibetan community in exile and to promote open discussion among intellectuals and the general readership on civic issues, including human rights and democracy. The Tibetan Literary Society will publish Bod-Kyi-Dus-Bab (Tibet Times), a Tibetan-language newspaper three times a month. Tibetan Review $25,000* To publish and distribute the Tibetan Review, a monthly English-language news magazine that promotes freedom of press and understanding of democratic concepts in the Tibetan exile community. Tibetan Review will publish feature articles written by prominent journalists, academics, and others interested in Tibetan issues and will cover a range of subjects, including Tibetan history and current events. Voice of Tibet $25,000* To encourage and sustain independent public opinion inside Tibet in the face of severe repression imposed by the Chinese government and to familiarize Tibetans with the ideals of democracy and human rights. The Voice of Tibet, an independent, Tibetan-language shortwave radio station, will continue to broadcast regular news about Tibet, the Tibetan exile community and the Tibetan government-in-exile to listeners in Tibet and in exile in neighboring countries. TOP Indonesia Center for International Private Enterprise (CIPE) $92,763 To foster debate on economic issues during the Indonesian presidential elections. CIPE will work with the Institute for Social and Economic, Research, Education, and Information (LP3ES) to hold an open forum during which presidential candidates will discuss their views on economic policy, answer questions from an expert panel and engage in discussion with a live audience. Center for International Private Enterprise (CIPE) $77,745 To support the Institute for the Study and Advancement of Business Ethics (LSPEU) to build stronger and more effective mechanisms for the Indonesian public to present its views on policy to government decision-makers, NGOs and the media. The LSPEU will publish two editions of the Jurnal Reformasi Ekonomi and hold two symposia discussing the relationship between market forces and democratic development. TOP Malaysia Asian Forum for Human Rights and Development $70,000* To improve the political environment for advocating the promotion of human rights in Malaysia. Forum Asia will work with Malaysian activists in organizing human rights campaigns on the issues of the right to justice, participatory democracy and freedom of expression. Each campaign will include the publication of an in-depth report, briefings for civic leaders, and grassroots education campaigns. CIJ Communications Services $25,000* To improve the free flow of information in Malaysia. The Center for Independent Journalism's Radiq Radio project will broadcast news and analysis, as well as feature programs produced by local Malaysian nongovernmental and civil society organizations to provide a channel of independent and unbiased information in Malaysia. International Republican Institute (IRI) $150,493 To strengthen the ability of reform-orientated civic groups to effectively communicate about their issues to the voters. IRI will work with local polling partners and political parties to conduct and analyze a national public opinion poll; to support post-electoral evaluation work by a non-partisan election observation organization and to sponsor civic education workshops for young political and civil society activists in Malaysia. Southeast Asian Press Alliance (SEAPA) $80,000* To support independent media in southeast Asia. SEAPA will work with Malaysian journalists to promote freedom of expression and a free media. TOP Mongolia Democracy Education Center (DEMO) $30,000 To give political leaders basic democratic political skills. The Center, with the Romania-based Foundation for Pluralism, will organize training workshops and follow-up discussions for young political leaders representing the spectrum of political parties in Mongolia in an effort to foster discussion and enhance leaders' understanding of basic rights and responsibilities in a democracy. Liberal Emegteichuudiin Oyuny San (Liberal Women's Brain Pool) $35,000 To conduct a program to strengthen the participation of women in public life and to strengthen the prospects for genuine democratic consolidation in Mongolia. The program will include capacity building workshops for women and host seminars focusing on the challenges to the democratic transition. Liberty Center $15,000 To increase public awareness of legal rights and enhance citizens' access to rights-enforcement mechanisms. The Liberty Center will make use of a network of volunteer lawyers and law students to operate a legal aid consultation service for victims of human rights abuses. Democracy Network Against the North Korean Gulag (NKGulag) $75,000* To carry out human rights research and advocacy. NKGulag will publish two reports—one will document the situation of North Korean refugees in third countries and the other will cover rights abuses within the North Korean system, including the prison-camp gulag. NKGulag will also maintain a directory of victims and publish a newspaper to raise awareness about human rights abuses. Network for North Korean Democracy and Human Rights (NKnet) $102,390* To increase awareness of the situation in North Korea. NKnet will publish its bulletin Keys in English, Korean, and Japanese and maintain a bilingual website. NKnet will also assist North Korean gulag survivors to enable them to attend international conferences to highlight the horrific conditions within the gulag system. TOP Pakistan American Center for International Labor Solidarity $194,884 To promote democratic civil society in Pakistan. ACILS will work to promote understanding of worker rights and the enforcement of labor standards, including children's and women workers' rights. ACILS will also develop new means to address labor issues through information gathering, education, advocacy, capacity building and networking with local partners. Center for Civic Education (CEE) $35,000* To promote good governance in Pakistan by increasing transparency in the funding of political parties and to stimulate increased public understanding of governance and civic affairs. CCE will conduct a series of seminars and publish a research paper designed to spark discussion on the issue of political finance reform. Democratic Commission for Human Development (DCHD) $90,000* To foster the principles of secular democracy, religious freedom, nonviolent political discourse and global engagement in Pakistan's rural communities. The DCHD will carry out a rural-based education program, produce and distribute a monthly democracy education newsletter, and convene a two-day national human rights conference. The Foundation will encourage civil society organizations to work more effectively with the media. The project will include workshops, seminars, and networking sessions for journalists and civil society leaders. TOP Philippines Center for International Private Enterprise (CIPE) $67,315 To support the Institute for Solidarity in Asia (ISA) in establishing a nation-wide advocacy network to improve public governance and increase community participation in development in the Philippines. TOP Sri Lanka American Center for International Labor Solidarity $196,480 To strengthen institutions which bolster workers' rights. ACILS will work with trade unions and their civil society partners to increase their capacity to play a greater advocacy role at the community, provincial and national levels. People's Action for Free and Fair Elections (PAFFREL) $15,000 To facilitate a countrywide dialogue on critical constitutional and electoral law reform issues. The project aims to increase citizens' participation in the electoral law reform process. Through district and national level consultations, PAFFREL will include citizens from throughout the country in the process and produce recommendations for constitutional reform. TOP Vietnam Center for International Private Enterprise (CIPE) $25,203 To support the Economics University of Ho Chi Minh City in producing business talk radio and TV programs that provide a unique forum for public discussion of policy issues. Programming will cover topics related to Vietnam's economic transition, including information on bankruptcy law, sustainable development and competition, the stock exchange, and global trade integration. Center for International Private Enterprise (CIPE) $25,201 To support the efforts of the Economics University of Ho Chi Minh City (EU) to facilitate discussion about free markets and Vietnam's transition to a more liberal and open economy. EU will produce business talk radio and TV programs that provide information and guidance to Vietnamese entrepreneurs in an effort to develop a private-sector constituency favorable to a market economy and democratic reforms. Legal Reform Program $40,000 To improve Vietnam's legal system, with the aim of improving access to justice for all citizens and strengthening the rule of law. The Program will include production of educational materials for the general public, compilation of procedural manuals for professionals working in the judicial and legal systems and training workshops. TOP Asia Regional American Center for International Labor Solidarity $475,000* To provide support from its DC office for programs of the Burmese independent labor movement in exile to educate workers and other citizens, both inside Burma and in exile, about labor rights and democracy; and to document violations of internationally recognized labor rights. American Center for International Labor Solidarity $368,617 To expand workers' knowledge of their rights in Southeast Asia. ACILS will work to educate workers about the rights and responsibilities of workers in Thailand; work with the Malaysian Trade Union Congress to conduct workshops related to workers' rights and collaborate with the Federation of Trade Unions-Burma to conduct research on labor issues in Burma. American Center for International Labor Solidarity $152,103 To support the work of two local labor rights groups. Through these programs, ACILS will assist democratic unions and NGOs focused on labor rights to carry out education, training and advocacy programs promoting worker and union rights, as well as workers' health and safety. Asia Pacific Forum of National Human Rights Institutions $50,000 To strengthen the human rights investigation capacities of the Filipino and Mongolian human rights institutions. The Asia Pacific Forum will hold human rights investigations training workshops for the National Human Rights Commission of Mongolia and the Philippines Commission on Human Rights and provide their respective staffs with the tools required to monitor and improve the human rights situations in their country. Asian Forum for Human Rights and Democracy (Forum-Asia) $150,000 To promote the effective implementation of international human rights standards throughout Asia. Forum-Asia will provide a platform for cooperation between local and national human rights organizations and other civil society organizations in Asia and work to raise human rights concerns at the regional and international levels. Asian Network for Free and Fair Elections (ANFREL) $35,000 To strengthen the capacity of domestic election monitoring bodies in the Asia region, and to increase cooperation and regional solidarity among domestic election monitoring groups. ANFREL will work closely with national-level election monitoring groups and will conduct conflict resolution programs in countries torn apart by violence. ANFREL will also organize workshops on election monitoring, voter education, election systems and good governance. Center for International Private Enterprise (CIPE) $100,357 To promote good corporate governance among development finance institutions in Asia. CIPE will help the Association of Development Finance Institutions in Asia and the Pacific (ADFIAP) to convene a regional workshop to teach development finance institutions to implement a corporate governance rating system useful in evaluating their own operations as well as those of clients in an effort to reduce corruption, improve corporate behavior and strengthen market competition in the region. Civic Involvement Program $30,000* To facilitate increased civic awareness and involvement through the operation of a library and learning center. The center will create a multi-lingual setting in a local community to provide access to a broad range of information and skills training for adults and youth. Indochina Media Memorial Fund (IMMF) $25,000 To provide journalists with the skills to combat censorship and harassment and to promote the development of a professional community of journalists throughout Southeast Asia. The IMMF will conduct intensive in-country workshops for Laotian and Burmese journalists, as well as workshops in Thailand for journalists from throughout the region. National Democratic Institute for International Affairs (NDI) $175,000 To conduct party-on-party monitoring of 2004 Asian electoral campaigns. NDI will continue its political party reform program to support the efforts of parties' to strengthen internal democracy and accountability while addressing the challenges posed by political financing. NDI will also engage parties in anti-corruption dialogue. Polish Humanitarian Organization (PHO) $9,700 To assess and identify the humanitarian needs of Asian populations to lay the groundwork for the initiation of a long-term humanitarian aid program. The Polish Humanitarian Organization will spend ten days evaluating sectors in which the PHO may be able to provide humanitarian assistance and will produce a report on current humanitarian needs.
